PUBLIC STATEMENTS No one made any public statements at this time. Chairman read the notice of right to appeal as set forth on the agenda. 3.1 CONSENT AGENDA ITEMS Agenda Item #5. - Determination of Adequate Access for Parcel map Waiver 19- 94. This item was continued to the Thursday hearing. Minutes, PC, 9/12/94 Page 2 4.1 GENERAL PLAN AMENDMENT 3-94, SEGMENT I AND ZONE CHANGE #5581 Staff report recommending approval was given on this item. Commissioner Powers stated he may be eligible to vote on this item for the Thursday hearing in Commissioner Hersh's absence, however would abstain in that event because he lives in the neighborhood. 4.2 GENERAL PLAN AMENDMENT 3-94, SEGMENT II AND ZONE CHANGE #5564 Staff report recommending approval was given. Responding to question by Chairman Messner, Mr. Dole said the wall on the western side adjacent to R-! and R-3 is currently masonry and staff is recommending the rear wall 'also be masonry. Mr. Kloepper responded to question by Commissioner Brady saying there is anticipated construction on the northeast corner of California and Stockdale and a city project which is underway on California Avenue between Stockdale Highway and Real Road to narrow the median, increase traffic lane widths and provide space for bike lanes. He did not feel the latter would affect the traffic adversely. Responding to question by Commissioner Brady, Mr. Hardisty said condition #3 addresses the size of trees. Commissioner Brady felt there was a significant concern regarding lighting of the parking lot and the affect on residences. He was also concerned about the hours of operation. Mr. Hardisty said without restriction the business could be in operation 24 hours. Responding to questions by Commissioner Brady, Mr. Kloepper said restriction of parking on the frontage road is not anticipated. Conditions require that the existing turn lane be lengthened to provide more storage. Mr. Hardisty responded to question by Chairman Messner saying this request is consistent with the minimum requirement of a block wall between C-! and C-2 and residential zones. GENERAL PLAN AMENDMENT 3-94, SEGMENT IV This item was withdrawn. GENERAL PLAN AMENDMENT 3-94, SEGMENT V AND ZONE CHANGE #5580 Commissioner Marino abstained due to conflict of interest because he is representing the property owner. Staff report recommending approval was given. Responding to question by Chairman Messner, Mr. Dole clarified proposed zoning for surrounding properties. Commissioner Messner asked for available information regarding the Rosedale Specific Plan for the Thursday hearing. Mr. Hardisty said a status statement would be provided. GENERAL PLAN AMENDMENT 3-94, SEGMENT VI AND ZONE CHANGE #5567 This item was withdrawn. GENERAL PLAN AMENDMENT 3-94, SEGMENT VII AND ZONE CHANGE #5568 Commissioner Andrew stated he would abstain because he was involved in the property sale to the current owner. In response to question by Commissioner Brady, Mr. Kloepper said the State is in the process of preparing a routed options study on the State Highway 58 alignment. Within the next year they should be settling on a preferred alignment and adopting the environmental documents. He said a meeting will be scheduled in the near future with CalTrans to discuss differences between that proposed by them and what is adopted in the Renfro Road area. Commissioner Marino asked for information for the Thursday hearing regarding the status of single family residential properties adjacent to parcel B and whether building permits have been issued adjacent to subject property. GENERAL PLAN AMENDMENT 3-94, SEGMENT IX AND ZONE CHANGE #5585 Staff report recommending approval was given. DETERMINATION OF ADEQUATE ACCESS FOR PARCEL MAP WAIVER 19-94 This item was placed on consent calendar. COMMUNICATIONS A) Written None B) Verbal None COMMISSION COMMENTS A.
