HomeMy WebLinkAbout08/29/94MINUTES OF THE REGULAR MEETING OF THE PLANNING COMMISSION OF THE CITY OF BAKERSFIELD Held Monday, August 29, 1994, 12:15 p.m., City Council Chamber, City Hall, 1501 Truxtun Avenue, Bakersfield, California. 1. ROLL CALL COMMISSIONERS: Present: STEVE MESSNER, Chairperson MATHEW BRADY STEPHEN BOYLE JIM MARINO Absent: JEFF ANDREW, Vice-Chairperson DOUG'DELGADO KENNETH HERSH DARREN POWERS, Alternate ADVISORY MEMBERS: Present: LAURA MARINO, Assistant City Attorney JACK LaROCHELLE, Engineer IV DENNIS FIDLER, Building Director STAFF: Present: JACK HARDISTY, Planning Director JENNIE ENG, Associate Planner ISABEL WILLIAMS, Recording Secretary 2. PUBLIC STATEMENTS No one made any public statements at this time. Chairman read the notice of right to appeal as set forth on the agenda. 3. CONSENT AGENDA ITEMS Agenda Item #8.1 - General Plan Consistency Finding - proposed vacation of 26th Street and adjacent alley in Block 115, between "H" and Eye Streets. Commissioners Brady and Boyle stated they had a conflict of interest on this item as well as Item #5, their firm is currently representing the applicant. Agenda Item #8.2 - General Plan Consistency Finding - parcel located south of State Route 58 Freeway and east of Mt. Vernon Avenue. Minutes, PC, 8/29/94 Page 2 Motion was made by Commissioner Marino, seconded by Commissioner Boyle to approve consent agenda Item #7.2. Motion carried. 4. APPROVAL OF MINUTES Commissioner Brady referred to July 7, 1994 minutes, second paragraph "Mr. Marino should be "Ms. Marino", pages 10 and 11, "navigation" should be "avigation". Motion was made by Commissioner Brady, seconded by Commissioner Marino to approve minutes of the regular meetings held July 5, July 7, July 18, July 21, 1994, subject to changes mentioned. Motion carried. REVISED COMPREI4ENSIVE SIGN PLAN 5-94 (MEMORIAL HOSPITAL 420 - 34TH STREET) Commissioners Brady and Boyle stated they have a conflict of interest, the applicant is a client of their law firm. 6. REVISED LANDSCAPE CONCEPT PLANS (Martin-McIntosh) Commissioner Brady stated there is a dispute regarding the maintenance district and he lives in that maintenance district. 7.1 PUBLIC HEARING - ZONE CHANGE 5583 Staff report was given. 7.2 PUBLIC HEARING - ZONE CHANGE 5584 Staff report was given. Commissioner Brady asked about an additional traffic study. Public Works Engineer IV, Jack LaRochelle stated that he would have an answer for him on Thursday night. In response to Commissioner Brady's question, Planning Director Hardisty replied the project is being planned as an additional theater. Commissioner Brady asked if Bernard Street would be widened or if they would have any turn lanes. Minutes, PC, 8/29/94 Page 3 e e 10. Engineer LaRochelle replied that a'right turn pocket would most likely be added, but would further clarify this on Thursday night. Commissioner Marino asked if the entrance would be used by the business abutting the theater. Planning Director. Hardisty replied yes, and the business will also use the internal street.. PRESENTATION' BY ATTORNEY'S OFFICE - BROWN ACT AND CONFLICT OF INTEREST Ms. Marino said this item would be given at the Thursday hearing. COMMUNICATIONS A) Written Planning Director Hardisty referred to a memo about conditions on subdivisions under correspondence. B) verbal . He also informed COmmission that the Habitat Conservation Plan is now in effect. COMMISSION COMMENTS A. Committees Appointment of Trails Committee to discuss design of equestrian path along Kern River at Calloway Drive. Chairman Messner appointed himself, and Commissioner's Marino and Boyle. Commissioner Marino submitted copies of a draft agenda for the 1994 Planners Institute workshop. He also stated that the institute is looking for a 2nd Vice-President. Commissioner Marino informed Commission that the Zoning Committee will be meeting with residents of Kern City today at 4 p.m. Minutes, PC, 8/29/94 ..0 Page 4 11.
