1.0 Introduction
This report has been prepared as a master drainage study for the development of a 16-acre
commercial development located in the city of Bakersfield, California, and sometimes referred to
in this report as “Project”. Tentative Parcel Map 12212 has been approved by the City of
Bakersfield. The purpose of this report is to show the basis of design for a stormwater collection
and disposal within the Project. Additionally, the Project will be responsible for connecting to an
existing storm drain system located in Compagnoni Road to the east and routing the existing
flow to the proposed terminal sump.
The Project is located on the south side of Taft Highway in Bakersfield, California, ¼ mile west
of State Route 99. The addresses for the site are 2201 Taft Highway and 2311 Taft Highway,
Bakersfield, and APNs 184-160-13 and 184-160-14. The proposed Project contains two internal
roads which runs south from Taft Highway and west from Compagnoni Road, sometimes
referred to in this report as “Grewal Street” and “Bhullar Street” respectively. Grewal Street and
Bhullar Street intersect at a knuckle located at the southern boundary of the Project.
The project is to be constructed in three phases; the first phase will consist of the construction of
Grewal Street, Bhullar Street, a combination gas station, convenience store, and fast-food
restaurant, a fuel farm, and a terminal sump. Subsequent phases will be for a truck fueling
station, a truck wash, tire repair shop, a freight broker office, a truck sales building, and
additional vehicle parking areas.
Exhibit “A” herein shows the Project location and the surrounding area. Exhibit “C” shows the
site layout for Grewal Street, including drainage improvements, for parcel map 12212.
The current site condition is predominantly an undeveloped lot with exposed natural soil and
grassy shrubs. Three pre-existing buildings are on site which will be removed. A concrete lined
irrigation canal owned by Kern Delta runs through the Project site, which historically provides
irrigation water to the nearby areas. The canal will be “undergrounded” as part of the Project site
improvements.

A commercial site and a Highway Patrol building abuts the Project to the east. Currently,
adjacent developments drain stormwater internally or to Taft Highway, which is then conveyed
to an existing sump west of Compagnoni Road. As previously mentioned, the Project will
connect with the existing storm drain system in Compagnoni Road and route the stormwater to
the proposed terminal sump. The existing sump on Compagnoni Road will be backfilled in order
to construct Bhullar Street. Runoff on Taft Highway and Compagnoni Road will follow its
historic drainage path.
Included in Appendix B is an enlarged excerpt from the Federal Emergency Management
Agency’s (FEMA) Flood Insurance Rate Maps (FIRM). The FIRM map is number
06029C2300E dated September 26, 2008. The FIRM map shows the project site is within zone
“X” which is classified as “Areas of 0.2% annual chance flood; areas of 1% annual chance flood
with average depths of less than 1 foot or with drainage areas less than 1 square mile.” No
portion of the Project is within Flood Zone “A.”
2.0 Grading and Drainage Concept
The Grading Plan for the Project are included herein in Appendix A. These plans have not yet
been approved by the City of Bakersfield, pending approval of this report. The Grading Plan and
Exhibit “C” herein show the locations of the drainage area boundaries, the drainage design
concept, drainage disposal area (terminal sump), storm drain inlet locations, and pipes. The
general concept for the Project is for parcels to either drain internally and connect to the drainage
system backbone via storm drain laterals or sheet flow to the internal streets and get conveyed
via curb and gutter to catch basins. Given the size of each parcel, 18” laterals have been planned
to each parcel. Additionally, the design can accommodate the parcel’s runoff as sheet flow to the
internal streets, which can be adequately conveyed and captured without overtopping the curb, as
shown in the following sections.
Surface drainage will be facilitated by street curbs and gutters which will route storm water to
storm drain inlets on Grewal Street, Bhullar Street, and Taft Highway. The proposed storm drain

improvements for Grewal Street includes four storm drain inlets, four storm drain manholes, and
RCP pipes ranging between 18” and 30”. The proposed storm drain improvements for Taft
Highway includes two storm drain inlet, three storm drain manhole, and 18” RCP pipe. The
proposed storm drain improvements for Bhullar Street includes three storm drain inlets, three
storm drain manholes and RCP pipes ranging between 36” and 42”.
Currently, there is a private terminal sump located within the proposed alignment for Bhullar
street. The terminal sump serves as storage and disposal of stormwater from Compagnoni Road.
In order to construct Bhullar Street, the existing sump will be backfilled, in accordance with a
soils report by Krazan and Associates dated 09/16/2022. As previously discussed, the proposed
improvements on Bhullar Street will tie into an existing manhole on Compagnoni Road. The
storm drain system will route the existing flow from Compagnoni Road to the proposed terminal
sump. The flow rates on Compagnoni Road have been recalculated using the City of Bakersfield
Standards, and compared to the original drainage study, which is discussed further below.
All storm water is routed to the terminal sump at the southwest corner of the property. The
terminal drainage sump volume has been sized as per the City of Bakersfield Standards, which is
described in the following section 3.2.
3.0 Methods, Calculations, and Findings
In accordance with the City of Bakersfield Standards for Subdivision Development, calculations
for the stormwater runoff are computed using the Rational Method.
The Rational Method is an equation used in order to estimate the stormwater runoff from small
watersheds. The Rational Method is based on a formula that equates stormwater runoff to the
average rainfall intensity (at a time the watershed is producing the maximum instantaneous
runoff, the time of concentration), the watershed drainage area, and the permeability of the
natural soil or developed conditions. The formula is:

i = design rainfall intensity (in/hr), and
A = watershed drainage area (acre).
3.1 Hydrology
As shown in Exhibit “C” herein, the Project site has been divided into subareas tributary to the
on-site drainage inlets, sub-areas “A” thru “K.” Compagnoni Road has also been divided into
subareas tributary to the existing drainage inlets, sub-areas “L” thru “O.” It should be noted that
while the Project will be phased, all parcels have been included in hydrology calculations.
Using the City of Bakersfield’s Rational Method, the storm water design discharge has been
calculated for the 5-year and 10-year events. In accordance with the City of Bakersfield
Standards, a runoff coefficient of 0.9 (the standard coefficient for commercial areas) was used
for the entirety of the Project site and “off-site.”
Per the City of Bakersfield Standards, a minimum time of concentration used for all sub-areas
was 10 minutes. Storm flows were not “routed,” instead sub-areas were added “peak-to-peak.”
Using an intensity-duration curve from the City of Bakersfield standards and the 10-minute time
of concentration, a rainfall intensity of 1.5 in/hr and 1.8 in/hr was calculated for the 5-year and
10-year storm events, respectively.
The flows for the 5-year and 10-year events are shown in Table 4, located in Appendix C herein.
As previously discussed, the flows for the 5-year and 10-year storm events on Compagnoni Road
were recalculated and compared to the original study. In the original drainage study, each sub-
area, with the exception of “Parcel C,” used a time of concentration greater than 10-minutes.
Additionally, in the original drainage study flows for each sub-area were “routed.” On average,
the flow rates shown in this report are approximately 14% greater compared to the original

drainage study flow rates. Therefore, the calculations presented in this study can be considered
conservative. The original drainage study has been included in Appendix “D” herein.
As required by the City of Bakersfield Standards, the 5-year storm event does not overtop the 6-
inch curb, as shown by the curb diagram located in Appendix “C” herein.
3.2 Terminal Sump
In accordance with the City of Bakersfield Standards, the required stormwater retention volume
was calculated using the formula for the 100-year storm event:
V = 0.15 x C x A
where:
V = Runoff Volume (acre-feet)
C = runoff coefficient
A = Drainage area (acre)
0.15 = Conversion Factor to acre-feet
Table 1 included in Appendix C of this report indicates 5.66 acre-feet of retention is required. A
terminal sump with capacity of 6.55 acre-feet has been proposed; calculations are shown on
Table 2 in Appendix C herein.
A soils report by Krazan and Associates dated 09/16/2022 provides two borings at the location of
the sump with depths of fifty feet. The report classifies the soil as Sandy Silt and Silty Sand. The
soils have a permeability ranging from 5.6 x 10-3 to 4.2 x10-2 cm/sec. Based on the sump’s
dimensions and the soil permeability, the soils report concludes that the terminal drainage sump
is expected to fully drain within 7 days, as required by the City of Bakersfield Standards. No
groundwater is encountered within either boring.
Calculations for sump capacity and stormwater runoff are included on Tables 1 and 2 in
Appendix C herein.

3.3 Pipe Hydraulics, Inlet and Pipe Sizing, and Hydraulic Grade Line (HGL):
The proposed storm drain piping system has been shown on Exhibit “C” herein. The volume of
flow in each pipe is based on the 10-year storm flow for each sub-area. The flow calculations are
shown on Table 3 herein.
For every drainage inlet or confluence point, Table 4 shows flows, calculated pipe velocity,
friction slope, minor and friction losses, minor loss coefficients, and resultant Hydraulic Grade
Line (HGL). In accordance with City of Bakersfield Standards, the HGL was computed
assuming outlet control as one-half design water surface of the terminal sump.
Along with the HGL, Table 4 also provides the inlet or node elevation for comparison. The
computed HGL show at least one foot of freeboard is available for all manholes and catch basins.
3.4 “On-Site” Inlet Capacity
The locations of the “on-site” drainage inlets are shown on Exhibit “C” herein. All drainage
inlets are Type “A” catch basins, in accordance with the City of Bakersfield Standards S-12. The
City of Bakersfield standards require that the 5-year storm event flow does not overtop the curb.
Conservatively, the 10-year storm event was modeled, and does not overtop the curb. A curb
diagram is located in Appendix C herein.
Inlet capacity calculations area included in Appendix C of this report. The calculations assume a
clogging factor and indicate inlets with a width of 4.0-feet are adequate to fully capture the 10-
year flow. Using the Orifice equation, a maximum of 5.2-inches of headwater was determined
for the inlet to fully capture the largest flow of any “on-site” drainage area. Again, a clogging
factor of 50% was assumed. It should be noted that all catch basins are located in a sag;
therefore, there will be no “pass-by” for any inlet.

4.0 Conclusions and Recommendations
This study has shown that the proposed storm drain system and grading plan is adequate to
collect, convey, and dispose of storm water for the entire project. As stated throughout the study,
the calculations for sizing pipes and the basins are all conservative, erring towards larger sizes.
To reiterate from Section 2.0, the general concept is for a drainage system backbone in the
internal streets with 18” laterals provided to each parcel. The provided laterals allow for private
on-site drainage. However, it has been shown that each parcel could sheet flow storm water to
the internal streets, which would be collected by inlets without overtopping the curb.
