The Police Civil Service Board congratulated the Graduating Police Officer
Class(24-01), additionally the Board wished the class well with their future in law
enforcement.

Commissioner Anderson and seconded by Commissioner Burrow to adjourn the
meeting at 8:12 a.m.

I am currently a temporary Admin & Fiscal SVC SPEC i1 assigned to the Business Office as of
March 2024. 1 voluntarily stepped down due to personal circumstances that prevented me from
working at full capacity. These circumstances have since been resolved and I am now
respectfully requesting that I be reinstated as a full-time civilian employee.

SUBJECT: Reinstatement Request for Raeann Coronado
DATE: August 7, 2024
Ms. Raeann Coronado has requested reinstatement to a position with the City of
Bakersfield (refer to attached letter).
• On October 30, 2017, Ms. Coronado was hired as a full-time employee as
a Clerk Typist I in the Police Department.
• Promoted to an Accounting Clerk I on October 01, 2018.
• Promoted to an Accounting Clerk II on January 17, 2022.
• Reclassifed to an Administrative & Fiscal Services Specialist II on January 30,
2023.
• Ms. Coronado transitioned, from an Administrative & Fiscal Services
Specialist II, to a temporary Administrative & Fiscal Services Specialist II on
March 11, 2024.
Police Chief Greg Terry, has been contacted regarding this request. He
recommends placing Ms. Coronado on a reinstatement list.
Should the Board approve this request, Ms. Coronado's name will be placed on
the Police Civil Service reinstatement list for the City of Bakersfield for a period of
one (1) year. The established reinstatement list may be utilized at the hiring
manager's discretion for selection of a final candidate per Police Civil Service
Rule 12.02 during periods of which vacancies occur.

SUBJECT: Reclassification of Community Relations Specialist II to
Communications Coordinator
DATE: August 7, 2024
The Municipal Code provides that if the duties and responsibilities of an
employee within a class are sufficiently like the duties and responsibilities of a
position of another class, the position may be reclassified to an appropriate
position (Section 2.72.070 — Reclassification). Such actions are subject to
certification by the appropriate civil service board.
Public safety communication matters more today than perhaps any other time. An
informed, connected, and engaged community is one of the greatest assets
available to us. Open, frequent, strategic, and feedback -oriented communication
practices foster support, trust, and cooperation. To accomplish this, the Chief of
Police requested funding and creation of a Public Affairs and Communications
Manager in 2024. This position, reporting directly to the Chief, will support and
carryout BPD's communication goals of strengthening community connections,
enhancing community policing and problem -solving efforts, and recruiting a high -
quality workforce by managing program aspects, to include:
• Plan, develop, implement, and organize comprehensive communication,
branding, crisis communication, and marketing strategies for the Police
Department.
• Oversee the daily internal and public messaging processes, including
responses to daily media inquiries.
• Plan, design, produce public informational materials, community
engagement campaigns.
• Oversee the production of all written material and graphics posted on the
department website and social media accounts; develop, review, edit
content.
In more recent years, communication duties were assigned to a single Public
Information Officer position, a Police Sergeant assignment, and a single
Communications Coordinator position. The Sergeant will now be able to be
reassigned to full-time field duties and responsibilities. However, with the
inherent need to proactively communicate, both internally and externally, and
with a growing number of requests, the Chief has assessed the option of adding
a second Communications Coordinator.
The position will performs professional and administrative work in the
coordination and dissemination of citywide information internally and to the
media and general public; creates a variety of outreach materials for projects
and programs in support of communications plans and strategies; develops
timely and appropriate content; acts as a resource and liaison with the city's
technology staff to provide technical assistance to City officials and
departments in preparation of internal and external publications and social
media. The incumbent has been performing many of these duties and meets
the minimum qualifications of the position. With the growing and evolving
workload making a dedicated role will support key initiatives of the BPD.
In assessing, several of the communication elements have been provided by
an incumbent in the Community Relations Unit. Ynez Angeloni has been in
Community Relations since 2018 and is a current Community Relations Specialist
II. In the current role she provides broader communication duties, unique to her
assignments, which include:
• Working with the PIO and department heads to make sure information is
disseminated both internally and externally through a variety of different
channels.
• Crafting press and public communications materials.
• Creating and monitoring content on the website.
• Monitoring and maintaining social media presence on multiple platforms.
• Creating regular, engaging posts and activity for the City's accounts,
communicating important information about the city and its programs to
the public.
• Generating alerts for events, incidents and emergencies.
• Maintaining the integrity of the City`s branding and logo usage.
Aligning these duties to the Public Affairs and Communications Unit will support
goals, drive consistency in messaging and provide resources based on current
volume. The Police Chief has reviewed and recommends that Ynez be
reclassified to the Communications Coordinator position.
