A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAKERSFIELD IDENTIFYING THE CENSUS TRACTS COMPRISING A "TARGETED EMPLOYMENT AREA" FOR THE BAKERSFIELD ENTERPRISE ZONE WHEREAS, in 1986, the City of Bakersfield established an Incentive Area in the southeast area of the City, pursuant to the Employment and Economic Incentive Act (California Government Code section 7080 et seq.); and WHEREAS, in 1996, via Senate Bill 2023, the State revised both the Employment and Economic Incentive Act and the Enterprise Zone Act (Government Code section 7070 et seq.); and WHEREAS, Senate Bill 2023 unifies the zones created under the Employment and Economic Incentive Act and the Enterprise Zone Act and cells them Enterprise Zones; and WHEREAS, Senate Bill 2023 provides that any previously-established zone (Incentive Area and Enterprise Zone) becomes an Enterprise Zone; and WHEREAS, additionally Senate Bill 2023 provides that, commencing January 1, 1997, local entities can establish "targeted employment areas" composed of census tracts having at least 51% of its residents at low-or moderate-income levels, with the purpose of encouraging businesses in an Enterprise Zone to hire eligible residents of those geographic areas of the City; and WHEREAS, Senate Bill 2023 allows the City Council of the City of Bakersfield to designate those census tracts in the most need of this employment targeting. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The following census tracts have been designated by the United States Department of Housing and Urban Development as having at least fifty-one percent (51%) of their residents of low- and moderate-income levels, based upon 1980 census data, as required by Senate Bill 2023, and are hereby identified as those census tracts which are in the most need of employment targeting pursuant to Senate Bill 2023: Census tracts 3, 4, 6, 11.03, 12, 13, 14, 15, 16, 20, 21,22, 23.02, 25 and 64 -- Page 1 of 2 Pages -- OR!3;NA[ ~ 2. A "targeted employment area" composed of the above-specified census tracts and having the boundaries created by grouping the said census tracts together, as shown on Exhibit A, attached hereto and incorporated herein, is hereby approved. ..........
