ROLL CALL. Present: Absent: Chair Cater, Vice-Chair Strickland, Commissioners Bittle, Kaur, and Koman Commissioners Bashirtash and Neal 2. PLEDGE OF ALLEGIANCE Led by Chair Cater 3. PUBLIC STATEMENTS 3.a. Non-Agenda Item Public Statements None. 3.b. Agenda Item Public Statements None. 4. CONSENT CALENDAR 4.a. Approval of minutes of the July 18, 2024 regular Planning Commission meeting. (Staff recommends approval.) 4.b. Planning Director's Review -Planned Development Review No. 24-0345 to allow minor reconfiguration of a 37 dwelling unit townhome affordable housing complex (Ward 1 ). (Staff recommends approval.) RES 24-24 Bakersfield, California, August 1, 2024 -Page 1 Motion by Vice-Chair Strickland and second by Commissioner Kaur to approve Consent Calendar items 4.a. and 4.b. Motion was approved with Commissioners Bashirtash and Neal absent. 5. CONSENT CALENDAR PUBLIC HEARINGS 5.a. Extension of time for Conditional Use Permit No. 21-0239 for a period of one year, that allowed a 5,413 square-foot carwash (Ward 3). (Staff recommends approval.) RES 25-24 5.b. Conditional Use Permit 24-0303 to allow a charter school and after-school program for children in grades Transitional Kindergarten (TK) through 8th grade (Ward 2). (Staff recommends to refer back to staff.) Motion by Commissioner Koman and second by Vice-Chair Strickland to approve Consent Calendar Public Hearing item 5.a. and refer back to staff item 5.b. Motion was approved with Commissioners Bashirtash and Neal absent. 6. NON-CONSENT PUBLIC HEARINGS None. 7. COMMUNICATIONS Planning Director Johnson announced the next Planning Commission meeting will be August 15, 2024. Planning Director Johnson introduced the new Development Services Director, Phillip Burns. 8. COMMISSIONER COMMENTS Commissioner Koman commended staff for identifying a conditional use permit was unnecessary for Item 5.b and referring the project back to staff to work with the applicant on permitting their project through the Building Division. 9.
