Transaction blackout period planned through Sept. 3 as
City updates ERP system
The City of Bakers eld continues to update
its Enterprise Resource Planning (ERP)
system, bringing improvements to how the
City processes a number of services for the
public, including payments, business
licensing, permits and more. Having
completed the rst phase of the launch,
Phase II is expected to launch in September
2024.
On Sept. 3, the City’s new Clariti
Community Development Software will go
live.

The launch of this new system – part of the Oracle package launched
in March 2024 – will require a six-business-day “blackout” period
during which certain functions will be unavailable. The blackout
period is set to last through Sept. 2. This transition is an important
step in improving the City’s delivery of services and streamlining
operations.
Functions that will be unavailable during the blackout include
payments for business licenses, special events and/or business
permits, planning, building and Public Works applications, building
permits, inspections, and pet licensing. City of Bakers eld cashiering
stations – including at City Hall North (1600 Truxtun Avenue) – will
be of ine and unavailable for taking any of the transactions listed
above during the blackout.
Online and in-person payments for Solid Waste and Wastewater
billing will continue as normal. Business transactions for the City of
Bakers eld Animal Care Center will remain operating as normal.
The Clariti Community Development Software replaces the
Community Development portion of the ERP system Naviline, which
the City has used since the 1990s. Naviline has served as a
centralized software system used to provide support for all nancial
functions, community development and utility billing functions. The
City began the process of replacing Naviline in Fall 2022 with the
goal of creating more streamlined, ef cient and effective services.
This allows the City to streamline work processes across
departments and divisions, reducing the need for systematic, time-
consuming and paper-driven workarounds.
The remaining ERP system replacement projects – including Human
Resources/Payroll and Utility Billing – are expected to be completed
by Spring 2025.
The City thanks the public for its patience and understanding as
these improvements are completed.
