A RESOLUTION DISPENSING WITH BIDDING UNDER
SECTION 3.20.060 OF THE BAKERSFIELD MUNICIPAL
CODE RELATING TO DESIGN/BUILD FOR THE
BAKERSFIELD POLICE DEPARTMENT TRAINING
FACILITY PROJECT.
RECITALS
WHEREAS, the use of design/build methodologies has been shown to be an
effective method of reducing construction costs; and
WHEREAS, the use of design/build joins the construction and design of a
project under one single legal entity thereby reducing conflicts; and
WHEREAS, the City Council believes the use of design/build is appropriate
for certain unique projects where specialized design or construction methods are
necessary or special design expertise must be employed; and
WHEREAS, the City Council believes the public and the procurement
process can be adequately protected through the use of a fair competitive
process for choosing a design/build entity which best serves the interests of the
City.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above recitals are true and correct and are incorporated herein by
reference.
2. The Bakersfield Police Department Training Facility project is appropriate for
design/build because of the specialized nature of the design or
construction or because specialized design expertise must be employed.
3. The Bakersfield Police Department Training Facility project justifies an
exception to the bidding process and the City Council hereby determines
that the work, supplies, equipment and material can be best obtained
through the design/build construction procurement process.
