ROLL CALL Committee Members present: Councilmember Eric Arias, Chair Councilmember Bob Smith Councilmember Manpreet Kaur City Staff: Gary Hallen, Assistant City Manager Ashley Zambrano, Deputy City Attorney Gregg Strakaluse, Public Works Director Julie Drimakis, City Clerk Ryan Starbuck, Public Works Paul Archer, Public Works Valerie Saenz, Technology Services 2. PUBLIC STATEMENTS a. Agenda Item Public Statements b. Non-Agenda Item Public Statements Yesenia Fernandez from Blue Zones invited the committee to a complete Streets workshop on March 18, 2024, and provided written materials. 1 . Written materials submitted by Yesenia Fernandez 3. ADOPTION OF THE MINUTES a. Adoption of October 24, 2023, Special Meeting Agenda Summary Report Motion by Councilmember Kaur to adopt October 24, 2023, Agenda Summary Report. Motion approved with Councilmember Arias absent. 1 4. STAFF REPORTS a. Report on Multi-Modal Transportation Safety Actions revised Paul Archer, Engineer IV, provided staff comments and a PowerPoint presentation. Motion by Councilmember Smith to receive and file. Motion approved with Councilmember Arias absent. 1 . PowerPoint presentation 2-13-24 5. NEW BUSINESS a. Safe Routes to Schools and Parks Gregg Strakaluse, Public Works Director, made staff comments and demonstrated a GIS mapping tool on the city website. Chair Arias was seated at 5:42 p.m. Committee Member Smith asked for a legend to be included on the map as well as North of the River parks. Chair Arias asked for a layer to be added for grocery stores and hospitals. Committee Member Kaur asked how we can formulate a policy to encourage developers to address lack of sidewalks and other infrastructure around existing schools and other amenities. Committee Member Smith asked staff to look into whether sidewalks and bike lanes could be a requirement for developers similar to the street requirement. Chair Arias asked for coordination with schools as they are planned and developed to address the issues prior to construction. Motion by Councilmember Kaur to receive and file. Motion passed unanimously. b. Neighborhood Traffic Calming Mapping Portal Gregg Strakaluse, Public Works Director, made staff comments. Ryan Starbuck, Traffic Engineer, provided a demonstration of the GIS traffic calming map available on the website. Chair Arias thanked staff for their efforts to increase safety. 2 Motion by Councilmember Smith to receive and file. Motion passed unanimously. 6. COMMITTEE COMMENTS Committee Member Smith asked staff to look at River Run Blvd and add it into the Safe Routes to Parks improvements list for a crosswalk. Committee Member Kaur thanked staff for their efforts. 7.
