SUBJECT: NEPOTISM RULING-MARIBEL DELGADILLO
CANDIDATE FOR ADMINISTRATIVE ASSISTANT 1/11- POLICE #02186
Maribel Delgadillo has been placed on the Eligible List for the position of Administrative Assistant 1/II -
Police. Her brother, Jose Aguilar, is currently employed as a Fleet Equipment Mechanic II in the Fleet
Division of the Public Works Department. Therefore, the issue of nepotism must be addressed and
reviewed prior to promotion. Maribel is currently employed as a Secretary II in the Bakersfield Police
Department.
The following information has been compiled for your review and determination of whether nepotism
creates an adverse impact on supervision, safety, security or morale, or involves a significant potential
for conflicts of interest, as determined by the Police Civil Service Board.
A SUMMARY OF DUTIES
A summary of the duties and responsibilities for the position of Administrative Assistant I is as follows:
Under direction, performs difficult, and often sensitive and confidential secretarial and office
administrative duties for the City Manager or Department Head; oversees a small group of office
support staff in a lead capacity. Administrative Assistant II is as follows: Under direction, performs
varied, difficult, and often sensitive and confidential secretarial and office administrative duties for the
City Manager or a Department Head; oversees a small group of office support staff in a lead capacity.
A summary of the duties and responsibilities for the position of Fleet Equipment Mechanic II is as follows:
Under minimal supervision, performs maintenance, repairs and overhauls of the City's light and/or
heavy equipment including trucks, construction equipment, automobiles, fire vehicles, police vehicles,
small engine equipment, refuse vehicles, street sweepers, generators, recycling equipment, and similar
equipment; and performs other duties as required.
EMPLOYMENT OVERLAP
According to Assistant Police Chief, Brent Stratton, if Maribel Delgadillo is promoted to the position of
Administrative Assistant 1/11 - Police, performance evaluations would not be reviewed or conducted
by either employee for the other, neither employee would be directly supervised by the other, and
they would not report to each other within the chain of command as they would be assigned to
different departments.
Nepotism considerations may adversely affect future appointments, transfers or promotional
opportunities.

Sir, I would like for you to consider reinstating me as a police officer for the Bakersfield
Police Department. I made a mistake in leaving the department and would like to resume
my career with the Bakersfield Police Department. This brief time away from the
department has made me realize how much better it is to work at the Bakersfield Police
Department. I miss my old job terribly and it would mean a lot to me if I could be reinstated.

MEMORANDUM
TO: Police Civil Service Board

SUBJECT: Reinstatement Request for Brandon Carey
DATE: October 2, 2024
Mr. Brandon Carey has requested reinstatement to the position of Police Officer
with the City of Bakersfield (refer to attached letter).
On March 12, 2012, Mr. Carey was hired as a Police Officer in the Bakersfield Police
Department. Mr. Carey resigned from the City of Bakersfield on August 12, 2024,
in good standing, and is now requesting reinstatement back to a Police Officer.
Police Chief Greg Terry has been contacted regarding this request. He
recommends placing Mr. Carey on a reinstatement list for Police Officer.
Should the Board approve this request, Mr. Carey's name will be placed on Police
Civil Service reinstatement list for Police Officer for the City of Bakersfield for a
period of one (1) year. The established reinstatement list may be utilized at the
hiring manager's discretion for selection of a final candidate per Police Civil
Service Rule 12.02 during periods of which vacancies occur.
