A RESOLUTION DETERMINING THAT COVERT
POLE CAMERAS CANNOT BE REASONABLY
OBTAINED THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE
FINANCE DIRECTOR TO DISPENSE WITH
BIDDING THEREFORE, NOT TO EXCEED
$60,000
WHEREAS, the BPD recently received a grant through the Board of State
and Community Corrections (BSCC) Organized Retail Theft Prevention Grant
Program; and ,
WHEREAS, the funding received through this grant will cover the full cost of
the required equipment for the ORT unit; and
WHEREAS, Special Services Group, LLC. is the sole manufacturer of pole
cameras and accessories; and
WHEREAS, the Bakersfield Police Department desires to purchase tow (2)
pole cameras and all necessary accessories to aid in retail theft prevention and
to increase conviction rates; and
WHEREAS, the Finance Director has determined and has recommended
City Council find, that the purchase of two (2) covert pole cameras can only be
reasonably obtained from one vendor, Special Services Group, LLC. because of
the manufacturer's designation and has recommended that Council authorize
the Finance Director to dispense with bidding requirements in accordance with
subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
The above recitals are true and correct and are incorporated, herein
by reference.
2. ` The Council hereby finds that the purchase of covert pole cameras,
to be used exclusively by the Bakersfield Police Department, can only be
reasonably obtained from one vendor, Special Services Group, LLC., for the
reasons set forth above.

3. The Finance Director is authorized to dispense with bidding therefore
in accordance with Section 3.20.060 of the Bakersfield Municipal Code and to
negotiate the purchase of same as needed, for a total not to exceed amount of
$60,000.
HEREBY CERTIFY that the foregoing Resolution was passed and adopted
by the Council of the City of Bakersfield at a regular meeting thereof held on
