Councilmember Freeman left the meeting at 6:01 p.m.
Motion by Vice Mayor Gonzales to appoint Councilmember Arias as the voting
delegate, and Councilmember Kaur as the alternate delegate. Motion approved with
Councilmember Freeman absent.

12.a. Approve Neighborhood Stabilization and Prevention Program funding priorities.
(Staff recommends Council approve Neighborhood Stabilization and Prevention

City Manager Clegg made staff comments and provided a PowerPoint presentation.
Economic Community Development Director Byers made additional comments.
City Clerk Drimakis announced a staff memorandum was provided transmitting
correspondence.

Councilmember Freeman returned to the meeting at 6:35 p.m.
Motion by Councilmember Smith to approve Neighborhood Stabilization and
Prevention Program, allocate $100,000 to the Greater Bakersfield Legal Assistance
contract and more workshops and request staff to research for the small number of
landlords that need assistance. Motion failed with Vice Mayor Gonzales,
Councilmember Arias, Weir, Gray and Kaur voting no.
Motion by Vice Mayor Gonzales to approve Neighborhood Stabilization and Prevention
Program except for the $100,000 landlord assistance fund and send back to safe and
Healthy Neighborhoods Committee for further consideration. Motion failed with
Councilmembers Weir, Smith Freeman and Gray -voting no.

12. NEW BUSINESS continued
Motion by Vice Mayor Gonzales to approve Neighborhood Stabilization and Prevention
Program with the exception of the $100,000 landlord assistance fund which staff will
bring back at a later date. Motion approved with Councilmembers Weir and Gray
voting no.
13. COUNCIL AND MAYOR STATEMENTS
Councilmember Arias invited all to come to the Friendship House for a community meeting at
Del Oro High School.
Councilmember Arias requested staff review the renaming of Cottonwood Road from
Casa Loma to Panama Lane to Martin Luther King Boulevard.
Vice Mayor Gonzales announced that the Recreation and Parks will receive 11.9 million from
the National Park Service.
Vice Mayor Gonzales requested staff analyze the requirements and designations of
historic neighborhoods and determine if the Oleander and Westchester
Neighborhoods meet the requirements for such designation.
Vice Mayor Gonzales requested staff consider the addition of Arson Investigators to
the Fire Department at the Mid -Year Budget review should funding allow it.
Vice Mayor requested staff analyze the regulations of the 'recycling centers and refer
to the Legislative and Litigation Committee.
Councilmember Kaur expressed appreciation to staff and Recreation and Parks for the
community meeting at Miller Elementary School.
Councilmember Kaur requested staff analyze the City's ability to add Community
Liaison Specialists to the Police Department compliment to assist the community in
navigating the complexities of domestic violence.
Councilmember Kaur congratulated Anthony Valdez and Rick Anthony on their new
positions.
Councilmember Gray requested a follow-up on the pole banner flags for Veterans for
Pearl Harbor Day event.
City Attorney Gennaro requested that Mayor Goh adjourn the meeting in memory of
Dennis Fox, and recognized Mr. Fox for his contributions to the community.
