MEETING OF OCTOBER 9, 2024

REGULAR MEETING - 3:38 PM
1. ROLL CALL
Present: Mayor Goh, Vice Mayor Gonzales, Councilmembers Arias, Freeman, and
Kaur
Absent: Councilmembers Weir, Smith and Gray
2. PUBLIC STATEMENTS
2.a. Non -Agenda Item Public Statements
1. Dan Bartel, Rosedale Rio Bravo Water District, spoke regarding the Rosedale
Onyx Ranch Project.
2. Jesse Land spoke regarding affordable housing and provided written materials.
2.b. Agenda Item Public Statements
None.
3. NEW BUSINESS
3.a. Land Use Alternatives for Bakersfield 2045 General Plan ,Update
Staff will conduct a workshop to explain and seek input on preferred land use
alternatives for each focus area.
(Staff recommends the presentation from Rincon Consultants and comments will be
received and discussed on the land use alternatives and confirmation of Staffs
recommendation of Alternative 4 as the preferred alternative to be included in the
Bakersfield 2045 General Plan Update.)
Development Services Director Burns made staff comments, announced a staff
memorandum was received transmitting correspondence received from Sandra
Melgoza-Plascencia, Leadership Counsel for Justice and Accountability. He also
introduced Della Acosta, Project Manager and Bryce Haney, Planner, Rincon, who
provided a PowerPoint presentation.
Sandra Melgoza-Plascencia, Leadership Counsel for Justice and Accountability and
Wendell Wesley Jr., spoke in opposition to the General Plan Update for Ward 1 as
presented.
4. CLOSED SESSION
4.b. Public Employee Performance Evaluation — City Attorney; Closed Session pursuant
to Government Code Section 54957(b)(1)/54957.6
I( Motion by Vice Mayor Gonzales to adjourn to Closed Session at 4:17 p.m.
The Closed Session meeting was adjourned at 4:55 p.m.

5. CLOSED SESSION ACTION
4.b. Public Employee Performance Evaluation — City Attorney; Closed Session pursuant
to Government Code Section 54957(b)(1)/54957.6
Vice Mayor Gonzales announced the evaluation of the City Attorney has officially
concluded, and the Council has directed the City Attorney to make amendments to
her contract as discussed and bring back to the next City Council meeting.
6. ADJOURNMENT
Mayor Goh adjourned the meeting -at 4:57 p.m.
