5.CONSENT PUBLIC HEARINGS
Ward 5 a.Vesting Tentative Tract Map 7408 (Phased): McIntosh and
Associates, representing the Piper Family Trust, et.al. (property
owner), is proposing to subdivide 40.86 acres into 248 single family
residential lots, 1 park lot, 1 sump lot and 3 landscape lots in a R-3/
P UD (Limited Multiple Family Dwelling/ Planned Unit Development)
zone located on the northeast corner of Pensinger Road and (future)
South Allen Road. The project includes a request for alternate lot
design, and waiver of mineral rights signatures pursuant to BMC
16.20.060.A.3 by reserving a drill site. Previously adopted Negative
Declaration on file.
Staff recommends approval.
Ward 5 b.Vesting Tentative Tract Map 7415 (Phased): McIntosh and
Associates, representing the Piper Family Trust, et.al. (property
owner), is proposing to subdivide 39.59 acres into 249 single family
residential lots, 1 park lot, 1 drill site lot, and 2 landscape lots in a R-3/
P UD (Limited Multiple Family Dwelling/ Planned Unit Development)
zone. generally located on the northeast corner of Pensinger Road
and (future) South Allen Road. The project includes a request for
alternate lot design, and waiver of mineral rights signatures pursuant to

Ward 2 c.Conditional Use Permit No. 23-0509: The Housing Authority of the
County of Kern, representing Anaya Hospitality, Inc. (property owner),
is requesting a conditional use permit to allow multi-family housing
(BMC 17.24.040.A.3.) in a C-2 (Regional Commercial) zone located at
889 Oak Street. A Notice of Exemption on file.
Staff recommends approval.
6.NON-CONSENT PUBLIC HEARINGS
Ward 4 a.Conditional Use Permit 23-0288: Porter & Associates, Inc.
representing Olive Branch Community Church (property owner), is
requesting a conditional use permit to allow a private school, to include
two multi-use modular buildings totaling 9,600 square foot, outdoor
learning space with garden, and playground, at an existing church (BMC
17.36.025) on a 6.81-acre parcel zoned R-1-CH (One Family Dwelling –
Church Overlay), located at 12000 Olive Drive. An Addendum to the
Mitigated Negative Declaration is on file.
Staff recommends approval.
