et. al. (property owner), requests an extension of time for Vesting
Tentative Tract 7381consisting of 57 multifamily residential lots on
16.89 acres, zoned R-2 (Limited Multiple Family Dwelling) zone
located near the northeast corner of Panama Ln. and Old River Rd.

Zone), R-3 (Medium Density Multi-Unit Dwelling Zone), R-4 (High-

Administrative Office), C-1 (Neighborhood Commercial), C-2
(Regional Commercial), and OS (Open Space) to MX-1 (Mixed-Use
Neighborhood), MX-2 (Mixed-Use Transit), R-1 (Single-Unit Dwelling
Zone), R-2 (Small Lot Single-Unit Dwelling), R-2-HD (Small Lot

6.NON-CONSENT PUBLIC HEARINGS
Ward 2 a.Conditional Use Permit No. 22-0399: Sustainable Infrastructure and
Structural Projects, Inc., representing Safwan Alghaithi, et. al. (property
owner) is requesting a conditional use permit to allow poultry
slaughtering and processing located at 207 Monterey Street. Notice of
Exemption on file.

7.NEW BUSINESS
Ward(s)1, 2, 3, 4, 5, 6, 7 a.Capital Improvement Plan Fiscal Year 2024-2025. The City of
Bakersfield Public Works Department is requesting a finding be made
that the Capital Improvement Plan (CIP) is consistent with the
Metropolitan Bakersfield General Plan. Per C.C.R. Section 15387, the
CIP is not defined as a project; therefore, no environmental
determination is required.
Staff recommends adopting resolution approving the Capital
Improvement Plan (CIP) Fiscal Year 2024-2025 by finding the CIP is
consistent with the Metropolitan Bakersfield General Plan.
