STAFF RECOMMENDATION: Adopt Resolution and suggested findings approving Conditional Use Permit
No. 24-0019 as depicted in the project description and subject to the listed conditions of approval.
SITE CHARACTERISTICS: The project site is developed as a food service center. Surrounding properties are
primarily developed as : north – automotive body shop and single-unit dwelling; east – multi-unit dwelling
and single-unit dwellings; south – thrift store; west – single-unit dwelling

BACKGROUND AND TIMELINE:
• September 12, 2006 – The Board of Zoning Adjustment approved Conditional Use Permit No. 06-1357 to
allow a commercial coach for the use as an indoor seating area for an existing food and shelter
service agency (Resolution No. 06-39).
• December 11, 2007 – The Board of Zoning Adjustment approved Conditional Use Permit No. 07-1885 to
allow the addition of a 1,400 sq ft covered patio area and a 648 sq ft restroom building at St. Vincent De
Paul Service Center (Resolution No. 07-52).
• June 8, 2010 – The Board of Zoning Adjustment approved Conditional Use Permit No. 10-0238 to
add a 3,672 sq ft dining hall to the St. Vincent de Paul Food Service Center (Resolution No. 10-21).
PROJECT ANALYSIS:
Project Site. The project site is a 29,228-square-foot lot located at the southwest corner of Baker Street
and Dolores Street. The property includes two buildings used as offices, a restroom and shower building,
shade structure, patio, and dining hall.
Project Operations. St. Vincent de Paul Center (SVDP) is part of the St. Vincent de Paul Society of
Bakersfield, an organization that supports the low income, poor, and homeless of Kern County. Several
churches, organizations, charities, and volunteers work with the society in an effort to serve the needy in
our community by providing critical services to the homeless community, including meals, restrooms,
showers, food baskets, hygiene kits, clothing, and mail services.
Request. SVDP proposes to expand and renovate its facilities to improve service delivery and extend its
operating hours. The project includes expanding the shower and restroom building by 157 square feet to
accommodate nine showers with restrooms, up from the current two showers and four restrooms.
The kitchen and dining hall will be reconfigured to increase the kitchen area while reducing dining hall
siting area. While the interior layout will change, the overall building footprint will remain the same.
In addition, SVDP is requesting extended operating hours, proposing to be open from 8:00 a.m. to
9:00 p.m. daily, where the existing conditional use permit allows operating hours of 8:00 a.m. to
4:00 p.m. daily (Resolution No. 10-21). The maximum occupancy will remain at 160 individuals.
Zoning and General Plan Consistency. The site is zoned M-1 (Light Manufacturing) and designated LI
(Light Industrial) in the Metropolitan Bakersfield General Plan. Food service and shelter agencies are
allowed in this zone with a conditional use permit (BMC 17.28.030). With the proposed conditions of
approval, the project complies with the general plan and zoning ordinance requirements.
General Plan Land Use Policy and Goals. The proposed request satisfies the following General Plan Land
Use policies and goals:
• Goal 2. Accommodate new development which provides a full mix of uses to support its
population.
SVDP continues to provide services to the unhoused and lower income population within the City
of Bakersfield.

• Policy 3. Ensure that residential uses are located in proximity to commercial services, employment
enters, public services, transportation routes, and recreational and cultural resources.
The SVDP continues to provide services in close proximity to City residents.
• Policy 50. Coordinate with the appropriate agencies so that adequate land and facilities are set
aside for schools, parks, police/fire, libraries, cultural facilities, recreational facilities and other
service uses to serve the community
The SVDP continues to coordinate with the appropriate agencies to adequately operate the
facility.
• Policy 75. Provide adequate land area for the expansion of existing uses and development of new
uses consistent with the policies of the general plan.
SVDP’s request is an expansion of the existing use with the policies of the general plan.
• Policy 78. Accommodate new projects which are infill or expansion of existing urban
development.
SVDP’s request is an expansion of existing urban development.
ENVIRONMENTAL REVIEW AND DETERMINATION:
This project has been found to be exempt from the provisions of the California Environmental Quality Act
(CEQA) and the City of Bakersfield’s CEQA Implementation Procedures in accordance with Section 15301
(Existing Facilities). This exemption includes projects that involve negligible expansion of an existing use.
A Notice of Exemption has been prepared.
NEIGHBORHOOD AND PUBLIC NOTIFICATION:
Public Notification. Public notice for the proposed project and environmental determination was
advertised in The Bakersfield Californian and posted on the bulletin board in the City of Bakersfield
Development Services Building, 1715 Chester Avenue, Bakersfield, California. All property owners within
300 feet of the project site were notified by United States Postal Service mail regarding this public hearing
in accordance with city ordinance and state law.
Signs are required as part of the public notification process and must be posted between 20 to 60 days
before the public hearing date. Photographs of the posted signage and the Declaration of Posting Public
Hearing Notice signed by the applicant are on file at the Planning Division.
Comments Received. As of this writing, no written comments have been received.
Neighborhood Outreach. SVDP sent flyers to the surrounding neighborhood and hosted a community
meeting to discuss the project. The meeting was held on December 30, 2024 at the project site. According
to SVDP, community members discussed the following:
1. Community Member: Concerned about current conditions and use of shower/restroom facilities by
guests. Does not feel there is adequate number to accommodate daily visitors right now.

Response: The proposed project would increase the number of showers and bathrooms.
2. Community Member: Asked if there is (and would be) handicap access for the showers/bathrooms
for expansion.
Response: The remodeling of the dinning area/kitchen and the expansion of the restroom/shower
building will adhere to California Building Code requirements as it pertains to accessibility.
3. Community Member: Asked if there would be outside security for the center, especially with
extended hours. He felt this is needed as opposed to Center staff acting as security.
Response: One (1) security personnel shall be onsite during the evening operational hours (see
Condition II.6. in the draft Resolution).
4. Volunteer and Community Member: Would like to see kitchen facilities expanded in order to serve
more guests as well as an additional meal each day.
Response: The project includes remodeling the existing kitchen to include additional food
preparation and serving space which in turn would serve more guests.
5. Community Member: Was complimentary of SVDP staff and onsite "security". Noticed improved
measures taken to make the center more secure and welcoming. Also mentioned how Community
Connectors has helped the neighborhood.
Response: Noted
6. Community Member: Wondered if there could be neighborhood watch or help from homeless folks
for security purposes or community involvement.
Response: As noted above, a minimum of one (1) security personnel shall be onsite during the
evening operational hours. SVDP may, at there discretion include community
involvement/engagement.
7. Community Member: Asked if there will be an area for pet kennels or bicycles.
Response: Long term (overnight) kennels require a separate conditional use permit and are not
included as part of the current request. SVDP may provide short term bicycle storage and pet areas
for guest while on site, but not for long term use.
CONCLUSIONS:
Findings. Bakersfield Municipal Code (B.M.C.) Section 17.64.060.D contains specific findings that must be
made for your Commission to approve the requested conditional use permit. Specifically, the section
states that a CUP shall be granted only when it is found that:
1. The proposed use is deemed essential or desirable to the public convenience or welfare; and
2. The proposed use is in harmony with the key elements and objectives of the general plan and
applicable specific plans.

B.M.C. Section 17.64.060.E also states that a conditional use permit may be subject to conditions as
deemed appropriate or necessary to assure compliance with the intent and purpose of the zoning
regulations and the various elements and objectives of the general plan and applicable specific plans and
policies of the city or to protect the public health, safety, convenience, or welfare.
In accordance with these required findings, and as conditioned, Staff finds: (1) the proposed project would
provide a public convenience by offering an increase in services to the unhoused population; and (3) the
project would result in a development that is consistent with the intent of both the Metropolitan
Bakersfield General Plan and the Bakersfield Municipal Code.
Recommendation. Staff finds that the applicable provisions of CEQA have been complied with, and the
proposal sufficiently demonstrates compliance with the necessary findings. Therefore, staff recommends
your Commission adopt Resolution and the suggested findings approving Conditional Use Permit No. 24-0019 with
the recommended conditions of approval.

St. Vincent De Paul Conditional Use Permit Background Information
Project Description/Facts
Background
The 29,228 square foot project site is located at 316 Baker Street in east Bakersfleld. St.
Vincent de Paul Center (SVDP) has been providing free services to the homeless population
since 1954. Over the past seven decades, as the homeless population grew, so did the
services provided by SVDP. In December 2010, just three days before Christmas, the flnal
stages of SVDP’s then-expansion project opened. The expansion consisted of a
commercial-sized kitchen, hall/cafeteria, covered patio, lush landscaping and the building
of four bathrooms and two showers. Rather than sleeping in the shadows of warehouses
and alleyways, guests were now able to spend part of their day in a park-like setting and
secure environment.
Currently, the purpose of the center is to provide a safe environment for the homeless
between the hours of 8:00 a.m. and 3:00 p.m. daily (from Monday-Saturday). The center
provides food and beverages to anyone in need and distributes food baskets, hygiene kits,
clothing, and mail as needed. Free bathroom and shower use is open to all in need. SVDP
also has an outside group that comes each week to its center and provides clinical care,
substance abuse counseling and case management services. There is no provision for the
use of the property as a shelter for sleeping purposes.
The current request is to expand the kitchen and bathroom facilities, as well as extend the
hours of service (including meal service) from 3pm to 9pm.
Previous Conditional Use Permits
Conditional Use Permit No. 07-1885, approved by the Board of Zoning Adjustment on
December 11, 2007, allowed for the addition of a 1,400 square foot covered patio area and
a 648 square foot restroom building to the center, which have since been constructed. The
intent of the completed improvements was to beautify the site and to provide clients with
an attractive, comfortable place to eat and spend time during the portion of the day when
area homeless shelters are not open, in part to reduce the number of homeless persons
congregating in public spaces, such as alleys and in front of area homes and businesses.
A Second Conditional Use Permit No. 10-0238, approved by the Board of Zoning
Adjustment on June 8, 2010, allowed for the demolition of two existing buildings and the
construction of a 3,672 square foot dining hall building. One condition of the CUP was that
meals could be served up to 4pm.
Current Conditional Use Permit Request
Upgraded Bathrooms
Currently, the SVDP homeless center has four bathrooms and two showers which are used
extensively each day. These units were built approximately 14 years ago and were more
than adequate to serve the homeless population at the time. However, with service level
increase over the past several years, the bathrooms and showers are in dire need of an
upgrade and expansion. We plan to upgrade the four existing bathrooms and two showers
and make them bathroom/shower units. We also plan to add three more bathroom/shower
units. Combined, this will increase our current units of 4 bathrooms and 2 showers, to a
total of 9 bathroom/shower units. Each of the units will have new bathroom and shower
hardware, energy-efficient lighting and water-conservation valves.
Upgraded Kitchen
Our commercial kitchen was built in 2010 and is used extensively throughout the week to
cook and serve meals to those in need. With the increased number of meal servings (from
200 meals a day two years ago to now approximately 375-400 meals a day), we need to
expand our kitchen cooking and serving space, replace and expand our commercial oven
range, replace and expand our commercial dishwasher, and increase our refrigeration and
freezer space. Kitchen expansion would also include adding a non-bearing wall, installing
energy-efficient lighting, and replacing two old HVAC units that need constant repair.
Extended Hours to Serve Meals through the Evening
We would like to request a new CUP to extend the hours where we can serve meals from
3pm to 9pm. This would allow SVDP to serve dinner on site within the facility and help
create a safe, gated environment for those who frequent the facility for a longer period of
time. This would also help reduce the number of homeless persons congregating in public
spaces, such as alleys and in front of area homes and businesses, by welcoming them into
our facility.
While no off-street parking exists on the subject property, on-street parking is available
along the site’s Baker Street and Dolores Street frontages. Due to the nature of its clients,
the center generates minimal demand for parking, which is not anticipated to change with
the addition of the proposed expanded bathrooms, kitchen and extended hours of service.
No complaints regarding clients of the center parking on other properties in the
neighborhood have been received. SVDP will also have dedicated security staff on site and
monitoring the outside perimeters during the expanded hours of 3pm to 9pm.
Zoning and General Plan Consistency
This site is zoned M-1 (Light Manufacturing) and designated LI (Light Industrial) under the
Metropolitan Bakersfleld General Plan. Food service agencies may be permitted to operate
within the City of Bakersfleld with the approval of a conditional use permit. With the
recommended conditions of approval, the proposed use will not confiict with the general
plan or with the intent of the zoning ordinance.

Oscar shared the idea of expanding operating hours up to 9pm daily, Monday
through Friday. Oscar also mentioned the goal of remodeling and expanding our
bathroom/shower units, as well as remodeling & expanding the kitchen & food prep areas.
Opened for questions/comments:
Philip (Community Member) -Concerned about current conditions and use of
shower/restroom facilities by guests. Does not feel there is adequate number to
accommodate daily visitors right now.
(Oscar shared the remodel will increase bathroom/shower units. Currently there
are 4 bathrooms and 2 showers. Remodel will result in 9 bathroom/shower units.)
Cece (Community Member)-asked if there is (and would be) handicap access for the
showers/bathrooms for expansion.
(Oscar said SVdP is following COB requirements and there will be adequate
handicap access.)
Larry (Community Member)-asked if there would be outside security for the center,
especially with extended hours. He felt this is needed as opposed to Center staff acting as
security.
(Oscar said the plan to extend operating hours does include security personnel.)
Bo (Volunteer and Community Member)-would like to see kitchen facilities expanded in
order to serve more guests as well as an additional meal each day.
(Oscar said the expansion plans include adding food prep and serving space, as well
as upgrading kitchen appliances and equipment. Oscar also mentioned he and other SVdP
team-members have and will visit other shelters to develop "best-process" ideas.)
Cece (Community Member) -was complimentary of SVdP staff and onsite "security". Cece
has noticed improved measures taken to make the center more secure and welcoming.
Cece also mentioned how Community Connectors has helped the neighborhood.
( Oscar thanked Cece for her comments and echoed her comments about SVdP
staff, volunteers and also the Community Connectors program.)
Edward (Community Member)-wondered if there could be neighborhood watch or help
from homeless folks for security purposes or community involvement.
(Oscar expressed a focus on establishing a spirit of "neighnborhood walks" rather
than "neighborhood watch'~ and how SVdP has held free community events in 2024, such
as the Suicide Awareness Walk and the Christmas Party, both open to the community.
Oscar expressed how SVdP will continue to engage and invite the community to future
events.)
Philip (Community Member)-Asked if there will there be an area for pet kennels or bicycles
(to be secure).
(Oscar shared while the pet kennel and bicycle ideas are separate from the formal
expansion project, those two items are actively under review by SVdP leadership.)

RESOLUTION OF THE BAKERSFIELD PLANNING
COMMISSION APPROVING A CONDITIONAL USE
PERMIT TO ALLOW ADDITIONAL OPERATING HOURS
AND REMODELING OF AN EXISTING FOOD
SERVICES (B.M.C. 17.28.030) IN A M-1 (LIGHT

WHEREAS, St. Vincent de Paul filed an application with the City of Bakersfield
Development Services Department for a conditional use permit to allow additional operating
hours and remodeling of an existing food service (B.M.C. 17.28.030) in a M-1 (Light
Manufacturing) zone district, located at 316 Baker Street (the “Project”); and
WHEREAS, the Secretary of the Planning Commission set Thursday, January 16, 2025, at
5:30 p.m. in City Council Chambers, City Hall South, 1501 Truxtun Avenue, Bakersfield,
California, as the time and place for a public hearing before the Planning Commission to
consider the proposed conditional use permit, and notice of the public hearing was given in
the manner provided in Title 17 of the Bakersfield Municipal Code; and
WHEREAS, at the public hearing (no testimony was received either in support or
opposition of the Project) (testimony was received only in support/opposition/both in support
and opposition of the Project); and
WHEREAS, the laws and regulations relating to the California Environmental Quality Act
(CEQA) and the City of Bakersfield's CEQA Implementation Procedures have been duly
followed by city staff and the Planning Commission; and
WHEREAS, the above described project is exempt from the requirements of CEQA in
accordance with Section 15301; and
WHEREAS, the City of Bakersfield Development Services Department (1715 Chester
Avenue, Bakersfield, California) is the custodian of all documents and other materials upon
which the environmental determination is based; and
WHEREAS, the facts presented in the staff report and evidence received both in writing
and by verbal testimony at the above referenced public hearing support the following
findings:
1. All required public notices have been given. Hearing notices regarding the
Project were mailed to property owners within 300 feet of the Project area and
published in The Bakersfield Californian, a local newspaper of general
circulation, 10 days prior to the hearing.
2. The provisions of CEQA, the State CEQA Guidelines, and the City of Bakersfield
CEQA Implementation Procedures have been followed. Staff determined that
the proposal is a project that is exempt from CEQA pursuant to Section 15301
because the project involves negligible expansion of an existing use.

3. The proposed use is essential and desirable to the public convenience and
welfare.
4. The proposed use is in harmony with the various elements and objectives of the
Metropolitan Bakersfield General Plan.
5. The project would result in a development that is consistent with the intent of
both the Metropolitan Bakersfield General Plan and the Bakersfield Municipal
Code.
NOW, THEREFORE, BE IT RESOLVED by the Bakersfield Planning Commission as follows:
1. The above recitals, incorporated herein, are true and correct.
2. This project is exempt from the requirements of CEQA.
3. Conditional Use Permit No. 24-0019 as described in this resolution, is hereby
approved subject to the conditions of approval in Exhibit A and as shown in
Exhibits B and C.

Conditional Use Permit No. 24-0019
I. The applicant's rights granted by this approval are subject to the following provisions:
• The project shall be in accordance with all approved plans, conditions of approval, and other required
permits and approvals. All construction shall comply with applicable building codes.
• All conditions imposed shall be diligently complied with at all times and all construction authorized or
required shall be diligently prosecuted to completion before the premises shall be used for the purposes
applied for under this approval.
• This approval will not be effective until ten (10) days after the date upon which it is granted by the
Planning Commission to allow for appeal to the City Council. Any permit or license for any approval
granted shall not be issued until that effective date.
• This approval shall automatically be null and void two (2) years after the effective date unless the
applicant or successor has actually commenced the rights granted, or if the rights granted are
discontinued for a continuous period of one (1) year or more. This time can be extended for up to one
(1) additional year by the approving body.
• The Planning Commission may initiate revocation of the rights granted if there is good cause, including
but not limited to, failure to comply with conditions of approval, complete construction or exercise the
rights granted, or violation by the owner or tenant of any provision of the Bakersfield Municipal Code
pertaining to the premises for which the approval was granted. The Planning Commission may also
consider adding or modifying conditions to ensure the use complies with the intent of City ordinances.
• Unless otherwise conditioned, this approval runs with the land and may continue under successive
owners provided all the above-mentioned provisions are satisfied.
II. The following conditions shall be satisfied as part of the approval of this project:
1. In consideration by the City of Bakersfield for land use entitlements, including but not limited to
related environmental approvals related to or arising from this project, the applicant, and/or
property owner and/or subdivider ("Applicant" herein) agrees to indemnify, defend, and hold
harmless the City of Bakersfield, its officers, agents, employees, departments, commissioners
and boards ("City" herein) against any and all liability, claims, actions, causes of action or
demands whatsoever against them, or any of them, before administrative or judicial tribunals of
any kind whatsoever, in any way arising from, the terms and provisions of this application,
including without limitation any CEQA approval or any related development approvals or
conditions whether imposed by the City, or not, except for CITY’s sole active negligence or willful
misconduct.
This indemnification condition does not prevent the Applicant from challenging any decision by
the City related to this project and the obligations of this condition apply regardless of whether
any other permits or entitlements are issued.

The City will promptly notify Applicant of any such claim, action or proceeding, falling under this
condition within thirty (30) days of receiving such claim. The City, in its sole discretion, shall be
allowed to choose the attorney or outside law firm to defend the City at the sole cost and
expense of the Applicant and the City is not obligated to use any law firm or attorney chosen by
another entity or party.
2. This conditional use permit allows for the addition of 167 square feet to an existing restroom
and shower building with the St. Vincent de Paul food service center, as approved by Conditional
Use Permit Nos. 06-1357, 07-1885, and 10-0238, located at 316 Baker Street in a M-1 (Light
Manufacturing) zone district.
3. The center shall only be open to clients between the hours of 8:00 a.m. to 9:00 p.m. seven days
a week.
4. All food services shall be in compliance with the Kern County Environmental Health Services
requirements.
5. Any expansion or change of use of the food service center shall require conditional use permit.
6. A minimum of one (1) security personnel shall be onsite during evening operational hours.
III. The following are specific items that you need to resolve before you can obtain a building permit or be
allowed occupancy. These items include conditions and/or mitigation required by previous site
entitlement approvals (these will be specifically noted), changes or additions that need to be shown
on the final building plans, alert you to specific fees, and other conditions for your project to satisfy
the City’s development standards.
The items listed below will usually need to be shown on the final building plans or completed before a
building permit is issued.
A. DEVELOPMENT SERVICES - BUILDING (1715 Chester Avenue)

1. Impact fees shall be paid at the time of building permit issuance.
2. Building permits are required for all construction on site. Submit plans for review and approval
prior to obtaining all required permits for construction of the project.
3. Prior to review of improvement plans by the City, the developer shall submit a grading plan for
the proposed site to be reviewed and approved by the City Engineer and Building Official
(Bakersfield Municipal Code Section 16.44.010). With the grading plan, if the project is subject to
the provisions of the National Pollutant Discharge Elimination System (NPDES), a Notice of Intent
(NOI) to comply with the terms of the General Permit to Discharge Storm Water Associated with
Construction Activity (WQ Order No. 99-08-DWQ) must be filed with the State Water Resources
Control Board in Sacramento before the beginning of any construction activity. Compliance with
the general permit requires that a Storm Water Pollution Prevention Plan (SWPPP) be prepared,
continuously carried out, and always be available for public inspection during normal
construction hours.

4. A grading permit is required prior to final plan approval. The developer shall submit the
preliminary soils report to the Building Division. A final soils report shall also be submitted to the
Building Division before they can issue a building permit. Grading plans must be consistent with
the final building site plans and landscaping plans. Building permits will not be issued until the
grading permit is approved by the Building Division and Public Works Department.
5. ADD AS A NOTE TO THE PLANS: Buildings or structures shall require installation of an automatic
fire sprinkler system where required by current California Building Code and City ordinance.
6. ADD AS A NOTE TO THE PLANS: A Special Inspection Permit is required to determine what
corrections are needed to satisfy minimum building, plumbing, electrical, and/or mechanical
code standards.
7. ADD AS A NOTE TO THE PLANS: The developer shall include fire resistive wall construction
details with the final building plans for all exterior walls of any building that is within the
distance as set forth in Table 705.5 of the California Building Code.
8. ADD AS A NOTE TO THE PLANS: Prior to issuing a building permit, the Building Division will
calculate and collect the appropriate school district impact fees.
9. ADD AS A NOTE TO THE PLANS: Prior to granting occupancy, the Building Division will verify that
a water meter serving the development is in place. The developer shall contact the applicable
water purveyor to inquire about their process for obtaining water service for the development
as soon as possible (for water purveyor agency information contact: 1000 Buena Vista Road;
661-326-3715).
B. DEVELOPMENT SERVICES - PLANNING (1715 Chester Avenue)

1. Business identification signs are neither considered nor approved under this review. A separate
sign permit, reviewed by the Planning and Building Divisions and issued by the Building Division,
is required for all new signs, including future use and construction signs. Signs must comply with
the Sign Ordinance (Chapter 17.60 of the Bakersfield Municipal Code).
2. Open storage of materials and equipment shall be surrounded and screened with a solid wall or
fence (screening also applies to gates). This fence shall be at least 6 feet in height and materials
shall not be stacked above the height of the fence. (Note: Fences taller than 6 feet are allowed in
commercial and industrial zones but they will require a building permit).
3. Areas used for outside storage, shall be treated with a permanent dust binder or other
permanent dust control measure consistent with the regulations of the San Joaquin Valley Air
Pollution Control District. (Note: All passenger vehicle-parking areas must be paved).

4. Prior to receiving final building or site occupancy, you must contact the Planning Division (staff
contact noted above) for final inspection and approval of the landscaping, parking lot, lighting
and other related site improvements. Inspections will not be conducted until all required items
have been installed. Any deviations from the approved plans without prior approval from the
Planning Division may result in reconstruction and delays in obtaining a building or site
occupancy.
C. FIRE DEPARTMENT (2101 H Street)

1. Prior to issuance of building permit(s), if required by the Building Department, the grading plan
shall be approved by both the Public Works Department and the Building Division.
2. All storm water generated on the project site, including the street frontage shall be retained
onsite unless otherwise allowed by the Public Works Department (please contact the Public
Works Department – Subdivisions at 661-326-3576).
3. Any proposed or future perimeter fence and/or wall shall be placed outside of existing public
road right of way or future ultimate public right of way.
4. For Building Permit, Plan will need to show all existing connection(s) to the public sewer system.
5. At the time of building permit issuance, a sewer connection fee shall be paid. This fee is based
on the rate that is in effect at the time a building permit is issued.
6. Prior to grading permit approval, or if not required, prior to Building permit issuance, the
developer shall form a new Maintenance District, or update existing Maintenance District
Documents. Updated documents, including Proposition 218 Ballot and Covenant, shall be signed
and notarized. Contact Subdivisions at 661-326-3571.
7. Prior to the issuance of each building permit, the developer/owner shall pay a Transportation
Impact Fee (TIF) for regional facilities. This fee will be based on the rate in effect at the time the
applicable approval is issued. The Public Works Department will calculate an estimate of the
total fee upon submittal of construction plans for the project.

8. A street permit from the Public Works Department shall be obtained before any work can be
done within the public right-of-way (streets, alleys, easements). Please include a copy of this site
plan review decision to the department at the time you apply for this permit.
F. PUBLIC WORKS - TRAFFIC (1501 Truxtun Avenue)

1. Show the installation of 1 streetlight along Baker Street as per Standard ST-23.6. The developer
shall be responsible for providing the labor and materials necessary to energize all newly

2. Contact the Construction Desk at 661-326-3049 to schedule a site inspection before
resubmitting these plans to find out what improvements may be required. Any off-site/frontage
