4. CONSENT CALENDAR
a. Approval of Planning Commission Minutes of August 15, 2024.
(Staff recommends approval of the minutes.)
b. Planning Director's Review -Planned Development Review No. 24-0356
McIntosh & Associates is requesting minor revisions to the approved
development plan (PDR No. 22-0320) to include reducing the overall site
square footage from 346,233 to 339,393 square feet for a commercial retail
center located between State Route 178 and Mall View Road,

approximately 1 /3 mile west of Oswell Street. Use of a previously adopted
Mitigated Negative Declaration on file. (Ward 3).
(Staff recommends accepting the Planning Director's Report.)

Motion by Commissioner Bittle and second by Commissioner Bashirtash to
approve Consent Calendar Items 4.a. and 4.b. Motion was approved.
5. CONSENT CALENDAR PUBLIC HEARINGS
a. Zone Modification 24-0018
McIntosh & Associates is requesting a zoning modification to allow a lot
width reduction from the required 55 feet to 50 feet (B.M.C. 16.28.170 B
and D) for various lots of Vesting Tentative Tract Map 6880 zoned R-1
(Single-Unit Dwelling), located at the southwest corner of Gosford Road
and Berkshire Road. Notice of Exemption on file. (Ward 5)
(Staff recommends to refer back to staff.)
The public hearing was opened with no speakers in favor or in opposition.
Hearing was closed. The hearing was closed.
Motion by Commissioner Neal and second by Commissioner Bashirtash to
approve Consent Calendar Public Hearing Item 5.a. to refer back to staff.
Motion was approved.
6. NON-CONSENT PUBLIC HEARINGS
a. Vesting Tentative Parcel Map 12541
McIntosh & Associates is proposing to subdivide approximately 36.40 acres
into 11 parcels in a C-2/PCD (Regional Commercial/Planned Commercial
Development) zone located between State Route 178 and Mall View Road,
approximately 1 /3 mile west of Oswell Street. Use of a previously adopted
Mitigated Negative Declaration on file. (Ward 3)
(Staff recommends approval.)

Associate Planner Courtney Camps presented the project. The public
hearing was opened with no speakers in favor or in opposition. Hearing was
closed. Planning Commission deliberated.
Motion by Commissioner Bashirtash and second by Commissioner Kaur to
approve Non-Consent Calendar Public Hearing Item 6.a. as recommended by
staff and incorporating all staff memorandum. Motion was approved.

7. COMMUNICATIONS
Planning Director Paul Johnson announced the next Planning Commission
meeting will be on October 3, 2024.
8. COMMISSIONER COMMENTS
Commissioner Neal asked if it was common for regional shopping centers to
subdivide land for different buildings. Planning Director Paul Johnson confirmed,
explaining that some businesses prefer long-term leases, while others want
ownership of the land and building. Subdividing early allows the center to offer
turnkey opportunities.
9. ADJOURNMENT
Chair Cater adjourned the meeting at 5:49 p.m.
