Approval of Planning Commission Minutes of September 5, 2024 (Staff recommends approval of the minutes.) Motion by Commissioner Neal and second by Commissioner Bittle to approve Consent Calendar Item 4.a. Motion was approved with Chair Cater and Commissioner Bashirtash absent. Planning Commission, Bakersfield, CA, October 3, 2024 5. CONSENT CALENDAR PUBLIC HEARINGS a. General Plan Amendment and Zone Change 23-0330 Swanson Engineering, Inc. representing of Leah Volkoff (property owner), is proposing a General Plan Amendment (GPA) and Zone Change (ZC) on approximately 6.18 acres generally located on the northwest corner of Rosedale Highway and Sablewood Drive. The request includes: (1) an amendment of the Land Use Element of the Metropolitan Bakersfield General Plan land use designation from QC (Office Commercial) to HR (High Density Residential); and (2) a change in zone classification from C- O/PCD (Commercial Office/ Planned Commercial Development) to R-3 (Multiple-Family Dwelling). A Mitigated Negative Declaration will also be considered. (Ward 5). (Staff recommends approval.) RES 32-24, 33-24, and34-24 b. Zone Change No. 22-0025 Swanson Engineering, Inc. representing FBT, INC. (property owner), is proposing a Zone Change from M-3 (Heavy Manufacturing) to M-2 (General Manufacturing) zone district on approximately 69 acres located at 75 E. White Lane and 2572 S. Union Avenue to facilitate the continued operation of a trucking yard consisting of 1 ,202 truck parking spaces. A Mitigated Negative Declaration will also be considered. (Ward 1 ). (Staff recommends approval.) RES 35-24 and 36-24 c. Tentative Parcel Map 12522 DeWalt Corp., representing Michael Duncan, et.al., Trustees of the D.C. Duncan Family Trust (property owner), is proposing to subdivide 20 acres into 7 parcels in a C-1/PCD (Neighborhood Commercial/Planned Commercial Development) zone district located at the southeast corner of Mccutchen Road and Ashe Road. The project includes a request waiver of mineral rights signatures pursuant to BMC 16.20.060.A.1. Previously adopted Mitigated Negative Declaration on file. (Ward 7). (Staff recommends approval.) RES 37-24 Public hearing was opened and closed. Motion by Commissioner Koman and second by Commissioner Kaur to approve Consent Calendar Public Hearing Item 5.a., 5.b., & 5.c. Motion was approved with Chair Cater and Commissioner Bashirtash absent. 2 Planning Commission, Bakersfield, CA, October 3, 2024 6. NON-CONSENT PUBLIC HEARINGS a. GPA ZC SPA No. 19-0342 McAllister Ranch Groundwater Banking Project Buena Vista Water Storage District, representing the Rosedale Rio Bravo Water Storage District, is proposing a General Plan Amendment (GPA) and Zone Change (ZC) on 2,072 acres located at the northwest corner of the Panama Lane and South Allen Road Intersection. The request includes: (1) an amendment of the Land Use Element of the Metropolitan Bakersfield General Plan (MGBP) land use designation from SR (Suburban Residential), LR (Low Density Residential), LMR (Low Medium Density Residential), HMR (High Medium Density Residential), HR (High Density Residential), and GC (General Commercial) to R-EA (Resource - Extensive), (2) Specific Plan Amendment to rescind the McAllister Ranch Specific Plan; (3) an amendment of the Circulation Element of the MBGP to remove all McAllister Ranch interior street alignments approved by Resolution 094-07, (4) an amendment to the Housing Element of the MBGP to remove the housing units approved with the McAllister Ranch Specific Plan from the City's Vacant Land Inventory, and (5) a change in zone classification from R-1 (One Family Dwelling), E (Estate), R-2/PUD (Limited Multiple Family Dwelling/Planned Unit Development), R-3/PUD (Multiple Family Dwelling/Planned Unit Development), C-1/PCD (Neighborhood Commercial/Precise Commercial Development), C-C- /PCD-PE (Commercial Center/Precise Commercial Development- Petroleum Extraction Combining) and DI (Drill Island) to A-WR (Agriculture-Water Recharge Combining). An Environmental Impact Report will also be considered. (Ward 5). (Staff recommends certification of the Final EIR and approval of the project, and recommend same to City Council.) RES 38-24, 39-24, and 40-24 Planning Director Paul Johnson provided the staff report. Public hearing was opened. Two people spoke in favor. No speakers in opposition. No one spoke in rebuttal. Public hearing closed. Planning Commission deliberated. Motion by Commissioner Bittle and second by Commissioner Kaur, to approve Non-Consent Calendar Public Hearing Item 6.a. Motion was approved with Chair Cater and Commissioner Bashirtash absent. 7. REPORTS Planning Director Paul Johnson announced the next Planning Commission meeting will be on October 17, 2024. 8. DEFERRED BUSINESS None. 9. NEW BUSINESS 3 Planning Commission, Bakersfield, CA, October 3, 2024 None. 10. COMMUNICATIONS None. 11. COMMISSIONER COMMENTS Commissioner Neal announced that she will not be attending the October 17, 2024, Planning Commission meeting. 12.
