Adoption of the January 29, 2024, regular meeting minutes Moved by: Eric Arias Staff recommends adoption of minutes Approved 5. NEW BUSINESS a. Presentation on HOME-ARP - Notice of Funding Availability Award Recommendations Jenni Byers, Acting Economic and Community Development Director gave a presentation. The committee discussed recommended substantial amendment to allocate funding for non-profit capacity building. Chair Gonzales asked if the City of Bakersfield can use the capacity building dollars. He also discussed training and workshops and workforce development with non-profits. Councilmember Arias requested the importance of the city reaching out to Kern Health Systems to discuss the non-profits who are interested in the program. Moved by: Eric Arias Staff recommends receive and file presentation. Approved 1. Presentation provided by Economic and Community Development on Home-ARP b. Annual Action Plan Process for FY 2024-25 HUD Applications (CDBG, ESG, HOME, HOPWA) Jenni Byers, Acting Economic and Community Development Director gave a presentation. Overview of Fiscal Year 2024-25 HUD budget and action plan was discussed. Councilmember Arias recommended identifying who is interested in receiving funding on the front end and deciding what percentage will go to each applicant. 2 Chair Gonzales asked what other sources of funding we are providing to flood ministry; he also requested a total be provided back to him. Chair Gonzales commented on ESG applications how there is a delta between funding requests and proposed budget. The committee discussed how shelter providers and homeless providers are finding resources to fill the gaps. Moved by: Eric Arias Staff recommends that the item be referred to the full Council.
