Written justification and description of the need for the encroachment
August 21, 2024
To Whom It May Concern:
I am applying for a permit to extend the existing fence to encompass the entire property at
1200 21st street for the safety and security of the people who work at this site and the
children who visit the property.
1. Repeated Vandalism: The property is vandalized repeatedly, with over $15,000.00 in
repairs to signage alone.
2. Breaking and Entering: The damage has escalated to breaking and entering with
repeated lock replacements for the locked storage area on the property as well as a
glass break-in to the main building.
3. Theft: The glass break-in to the main building included theft of several ipads and
anything the person could reach through the window. A police report was filled
December 26th, 2023
4. Arson: Whom every repeatedly broke into our storage area chose to light fires
within the storage area on multiple occasions.
5. Drug activity: The un-housed who choose this address as their toilet and sleeping
area also engage in drug activity, leaving needles, fecal matter, urine, trash, and
soiled clothing everywhere. The police are called regularly to remove people who
are high on drugs from the premises.
6. Unhoused using the property as their toilet and drug use recreational area: We
operate a business serving young children with severe disabilities at this address
making these conditions extremely dangerous. Many of these children engage in
pica, which means they put non-edible items like needles, fecal matter, garbage,
and soiled clothing into their mouths, chew, and swallow. The presence of needles,
fecal matter, garbage and related filth presents a health and safety risk for
employees and children present.
7. Potential for Violence: There is also fear of violence since employees must engage
with the unhoused to enter the front or back door, often having to wake them up
from sleep or drug induced unconsciousness. They are often belligerent, and the
police have to be called.
For these reasons, I am requesting a permit to extend the existing fence to secure the
property at 1200 21st Street for the health and safety of those who legitimately visit the
property for work or services.
