Comments garding public hearing matters will be heard under the Public Hearings portion of the
agenda and a Speaker's Card is not necessary for those items.
All persons desiring to address the Council on an item listed on the agenda shall speak during
the Agenda Item Public Statements portion of the meeting. Please identify the item you wish to
speak on below. Speakers will be limited to two (2) minutes per person, twenty (20) minutes per agenda
item. Note: The Consent Calendar as a whole constitutes one agenda item.

a. Bi-Monthly Report on Multi -Modal Transportation Safety Actions
Paul Archer, Engineer IV, provided staff comments and a PowerPoint
presentation.
Councilmember Arias requested how much speed humps cost.
Garry Hallen, Assistant City Manager, suggested review of traffic calming
requests and feedback from public town meeting.

5. NEW BUSINESS
a. Active Transportation Plan Discussion
Darryl DePencier, Senior Transportation Manager, Kim ley Horn, made
comments and provided a PowerPoint presentation.
Councilmember Kaur made the following requests: a timeline for
implementation of the highest ranking top ten areas that need active
transportation, investing in the proper specialized equipment, a referral to
inquire what other cities have been successful with separating the cars
from sidewalk and bicycle lanes, and a list of local class four roadways
within the city.
Councilmember Arias would like to know where the exact right of way is
on H St and to possibly move the fence back further.

RECOMMENDATION:

BACKGROUND:
The Public Works Department continues to move forward with a variety of multimodal transportation
safety measures throughout the City. Staff will report on the most recent activities since the Committees
last meeting on October 8, 2024 meeting.

SAFE STREETS &ROADS FOR ALL PLANNING GRANT (SS4A)
Awarded $980k for Planning
• The City is looking to develop a Comprehensive Safety Action Plan (CSAP) and supplementary
plans, engagement activities, and tools to improve safety for all road users.
• Comprehensive Safety Action Plan (CSAP): Vision and strategies to improve safety and reduce traffic -
related injuries and fatalities.
• Eight Action Plan Components: Covers policies, programs, and infrastructure projects for road safety.
• Safe Routes to Schools (SRTS) Plan: Safety solutions for students.
• Safe Routes for Seniors (SRFS) Plan: Safety solutions for elderly residents.
• Vision Zero Safety Campaign: Aiming to eliminate all traffic fatalities and injuries through education and
outreach.
• Public Safes Dashboard:_ Tracks progress, success, and areas for improvement, ensuring transparency.
The CSAP will reinforce our application for the SS4A Implementation Grant for the
improvements on Niles and Monterey

RECOMMENDATION:

BACKGROUND:
As directed by the City Council, staff will give a presentation on the rules, warrants, and recommendations
for signing, striping, and other traffic control devices in school areas from the California Manual on
Uniform Traffic Control Devices CA-MUTCD.

Intro: California MUTCD
California Manual on Uniform
Traffic Control Devices
• Is the standard for traffic signs, road surface
markings, and traffic signals in the State of
California.
• Developed by Caltrans Division of Safety
Programs, and based on the Federal
Highway Administration's Manual on
Uniform Traffic Control Devices.
• The CVC Section 21401 legally requires all
traffic control devices on streets and
highways to conform to these standards.

• Revision 8 was effective in January 2024.
• All signing and striping must be in accordance
with the CA-MUTCD.
• There are May, Should, and Shall
requirements.
• The addition of extra traffic control can be as
unsafe as not having the properly
required control.
Part 7: Traffic Control for School Areas
Part 7 is the section specifically
focused on school zones.
• This includes signs,
signals/beacons, pavement
markings, and other controls such
as adult crossing guards required
for the special pedestrian
conditions in school areas.
School Crosswalks
• Yellow if within 600 feet of school
building or grounds.
• Or 2800 feet if no intervening crosswalks
other than those contiguous to the
school grounds or buildings.
• Crosswalks still exist at all intersections
and are legal crossings even if
unmarked.
• Pedestrians have the ROW in both
marked and unmarked crosswalks.
• California Law AB413 prohibits vehicles
parking or stopping within 20 feet of
marked and unmarked crosswalks.
