24-200007772/5/2025 Purpose The purpose of this report is to show that the existing and proposed facilities are designed to handle the 5-year and 10-year storms per City of Bakersfield standards and specifications. These analysis show that the existing sump is adequately sized for the additional runoff and the proposed storm drainage pipe and inlets are adequately sized, as shown on Exhibit A, per City of Bakersfield’s Standards. Introduction The overall site is 35.78-acres and is currently developed on approximately 18.04-acres. The existing improvements surface drain to the existing, on-site retention basin. Derrel’s is expanding and developing the remainder 17.74-acres. See Exhibit A. Evaluation and Methodology The flow values used to determine catch basin and pipe sizing were calculated using the City of Bakersfield Rational Method in accordance with City Subdivision Standards. The equation is Q = C*I*A, where Q is defined as flow in cubic feet per second, C is defined as the runoff coefficient, I is defined as the intensity, and A is defined as the catchment area in acres. In accordance with City of Bakersfield standards, the depth of flow in the street gutter from the 5-year event is not permitted to overtop the street curb (6-inches). The 10-year event, per City standards, is used to size the storm drain system. Hydraflow Express was used to determine the velocities, depths, and spread for gutter flows and inlet capacities and depths. The Hydraflow Express reports are provided in the Appendix. The 10-year HGL analysis was performed in AutoDesk Storm Sewers. In all cases, the HGL shall stay below ground with at least 0.5-foot of freeboard below manhole rim or inlet flowline. HGL calculations are included in the Appendix. The Nomograph for capacity of curb opening inlets at low points, see appendix, was used to calculate the proper length of the curb inlet opening necessary to minimize the spread of the flow into the pavement. Per the Nomograph, the curb inlet per City of Bakersfield Standards will capture 1.5 cfs per linear foot of opening. The proposed street curb inlet is proposed to have an opening width of 6’, which will provide total interception for up to 9 cfs per the nomographs capture rate of 1.5cfs/LF. With a 10- year flow of 2.17 cfs, the existing catch basin will provide total interception. The existing on-site retention basin was designed with 2.5:1 side slopes and to have a depth over 20’ per the original design approved by the City of Bakersfield. As noted above, the entire site drains to the on- site retention basin. The design water surface elevation for each basin is 1’ below the lowest top of basin elevation or lowest inlet flowline elevation, whichever is lower. The basin is designed to have a maximum water depth of 20.28’. The current required volume of the retention basin was determined using the City of Bakersfield sump volume equation V = 0.15 * ∑(C*A). The current required volume is 4.83 acre-feet. The provided volume is 15.96 acre-feet. Calculations are included in the Appendix. Conclusion The street catch basin will provide total interception for the 10-year flow. The hydraulic grade line of the proposed system is more than 6” below the flowline elevation at each inlet. The street spread is within City of Bakersfield standards.
