HSC 6.95 25507 Failure to adequately establish and implement a business
plan when storing/handling a hazardous material at or
above reportable quantities.
506.1 Where required.
Where access to or within a structure or an area is restricted
because of secured openings or where immediate access is
necessary for life-saving or fire-fighting purposes, the fire
code official is authorized to require a key box to be
installed in an approved location. The key box shall be of an
approved type listed in accordance with UL 1037, and shall
contain keys to gain necessary access as required by the fire
code official.
603.6 Extension cords.
Extension cords shall not be a substitute for permanent
wiring and shall be listed and labeled in accordance with UL
817. Extension cords shall not be affixed to structures,
extended through walls, ceilings or floors, or under doors
or floor coverings, nor shall such cords be subject to
environmental damage or physical impact. Extension cords
shall be used only with portable appliances. Extension cords
marked for indoor use shall not be used outdoors.
703.1 Maintaining protection.
Materials and firestop systems used to protect membrane
and through penetrations in fire-resistance-rated
construction and construction installed to resist the
passage of smoke shall be maintained. The materials and
firestop systems shall be securely attached to or bonded to
the construction being penetrated with no openings visible
through or into the cavity of the construction. Where the
system design number is known, the system shall be
inspected to the listing criteria and manufacturer’s
installation instructions.

5307.3.2 Gas detection system.
Where ventilation is not provided in accordance with Section
5307.3.1, a gas detection system shall be provided in rooms
or indoor areas and in below-grade outdoor locations with
insulated carbon dioxide systems. Carbon dioxide sensors
shall be provided within 12 inches (305 mm) of the floor in
the area where the gas is expected to accumulate or other
approved locations. The system shall be designed as
follows:
1.Activates an audible and visible supervisory alarm at a
normally attended location upon detection of a carbon
dioxide concentration of 5,000 ppm (9000 mg/m3).
2.Activates an audible and visible alarm within the room or
immediate area where the system is installed upon
detection of a carbon dioxide concentration of 30,000 ppm
(54 000 mg/m3).

Conducted a fire safety inspection for permit numbers Shell: 23-13863 & Harris Ranch: 24-3045. The following are
outstanding and must be corrected within 30 days.
1. A licensed contractor must obtained an Above Ground Storage Tank (AST) permit with the Bakersfield Fire Department.
2. A Carbon Dioxide CO2 detector/monitor with a horn strobe must be installed near the CO2.
3. Report the CO2 in the California Environmental Reporting System (CERS).
4. Replace missing ceiling tiles throughout the building.
5. Remove the extension cord in the office. All electrical must be connected directly to an electrical outlet.
6. Provide master key/s to the building and electrical room to be placed in the KnoxBox.
