4. ADOPTION OF MINUTES
a. Adoption of the June 24, 2024 regular meeting minutes.
Staff recommends adoption of minutes.
Motion by Councilmember Arias to adopt the minutes.
Motion approved with Councilmember Weir absent.
5. NEW BUSINESS
a. Proposed Increase of Park Development and Improvement Fee

Staff recommends the Budget, Finance and Economic Development
Committee refer the proposed increase in the Park Development and
Improvement Fee to full Council for approval.
Interim Recreation and Parks Director Budak made staff comments and
provided a PowerPoint presentation.
Michael Turnipseed made public comments regarding the need for public
restrooms in the parks.
Motion by Councilmember Gonzales to move to Council after staff has had
a sit down face to face meeting with key stakeholders.
Motion was approved with Councilmember Weir absent.

b. East Hills Mall Development Update
Assistant City Manager Hallen made staff comments and provided a
PowerPoint presentation.
Councilmember Gonzales referred to staff to look into what needs to be
done for the City to assume responsibility for the streets, Mall View Road.
Staff recommends to receive and file report.
Councilmember Gonzales moved to receive and file the report.
Motion was approved with Councilmember Weir absent.
