3. SUMMARY REPORT
a. Adoption of the January 22, 2024 Youth Commission meeting minutes
Motion to adopt the Minutes from January 22, 2024, meeting by Commissioner
Beardsley, seconded by Commissioner Valladares-Macias. Motion passed with
Commissioner Tarango abstaining.

5. DEFERRED BUSINESS
a. Finalize the Youth Commission budget proposal not to exceed seven-thousand five
hundred dollars ($7,500) to present to City Council at the February 28, 2024
meeting.
Commissioners discussed budget line items and finalized the Youth Commission
budget proposal.
b. Continue planning the annual project for FY 2023-2024 between the Youth
Commission and Kern Community Foundation collaboration for the Give Big Kern at
the Park campaign on April 20, 2024 at Riverwalk Park.
This item was tabled without discussion.
C. Discussion and vote to move Youth Commission meetings to Council Chambers
through the end of FY 2023-2024.
Motion to move Youth Commission meetings to Council Chambers through the
end of FY 2023-2024 by Commissioner Batth, seconded by Commissioner
Webster. Motion passed unanimously.
6. STAFF COMMENTS
Management Assistant Gutierrez made staff comments. Fellow Rosica made staff
comments. Public Works Administrative Analyst I Tovar made staff comments.
Assistant City Manager Andrews made staff comments.
7. COMMISSION COMMENTS
Commissioners Tarango, Beardsley and Batth made comments.
Commissioner Beardsley requested that staff send a PowerPoint to the
Commissioners that would be presenting the Youth Commission budget proposal to
the City Council.

SUBJECT: FY 203-2024 Annual Project.
Continue discussion and planning the annual project for FY 2023-2024 between the Youth Commission
and Kern Community Foundation collaboration for the Give Big Kern at the Park campaign on April 20,
2024 at Riverwalk Park.
RECOMMENDATION:
Staff recommends committee discuss and plan project.
BACKGROUND:
During the Youth Commission meeting of December 18, 2023,the Youth Commission voted to collaborate
with the Kern Community Foundation (KCF)to specifically assist with preparing for and the day of the Give
Big at the Park event scheduled for Saturday, April 20, 2024. The primary objectives of the Youth
Commission would be to promote the event to local youth-focused nonprofit organizations and encourage
them to attend the event as a Give Big Kern recipient, promoting the event to teens and local youth on
social media and provide event support to KCF. Additionally, the Youth Commission would have an
opportunity to network with the organization and individuals in attendance.

SUBJECT: Update on Youth Commission Budget FY 2024-2025
RECOMMENDATION:
Staff recommends the Commission receive and file the report.
BACKGROUND:
During the City Council meeting on February 28, 2024 members of the Youth Commission presented a
budget proposal of$7,500 to the Council. The City Council unanimously approved the budget with a 5%
contingency for FY 2024-2025.
FISCAL IMPACT:
A budget of$7,500 with a 5%contingency.
