Agenda Item Public Statements None. 4. CONSENT CALENDAR a. Approval of Planning Commission Minutes of November 7, 2024 (Staff recommends approval of the minutes.) Motion by Commissioner Bittle and second by Commissioner Martin to approve Consent Calendar Item 4.a. Motion was approved with Commissioner Brandt Oliver abstaining and Commissioner Neal absent. 1 5. CONSENT CALENDAR PUBLIC HEARINGS a. Vesting Tentative Tract Map 7 450 (Phased) McIntosh & Associates is proposing to subdivide 32.66 acres into 176 residential lots in an R-2 (Small Lot Single-Unit Dwelling) zone located at the southwest corner of Olive Drive and Rosedale Ranch Parkway. Previously certified EIR on file. (Ward 4) (Refer back to staff.) b. Extension of Time Vesting Tentative Tract Map 7039 (Phased) McIntosh & Associates requests an extension of time for Vesting Tentative Tract 7039 consisting of 119 single-family residential lots, 1 sump lot, and 1 drill island lot on 40.05 acres, located at the northwest corner of Reina Road and Renfro Road. Notice of Exemption on file. (Ward 4) (Staff recommends approval.) RES #04-25 c. Tentative Parcel Map 12551 Wiley D. Hughes Surveying, Inc. is proposing to subdivide approximately 0.~7 acres into 4 parcels and 1 designated remainder in a R-4 (High-Density Multi-Unit Dwelling) zone located at 2006 Planz Road. Conditional Use Permit No. 24-0082 Brian Grant is requesting a conditional use permit to build a new single- family residence which will replace an existing single-family residence (Section 17 .24.040) on an 88.65-acres parcel zoned C-2/PCD (Regional Commercial/Planned Commercial Development), located northwest of Rancheria Road and Highway 178. Conditional Use Permit No. 24-0019 St. Vincent De Paul Store, Inc. is requesting a conditional use permit to allow the remodeling of existing buildings, along with extended operating hours for an existing food service agency (BMC 17.28.030) on a 0.67-acre parcel zoned M-1 (Light Manufacturing) located at 316 Baker Street. Conditional Use Permit 24-0107 Conditional Use Permit No. 24-0107: EZ Recycling LLC is requesting a conditional use permit to allow a recycling center, (as defined by Public Resources Code Section 14520) within a convenience zone (BMC 17.24.040.18) on a48-acre parcel zoned C-2 (Regional Commercial), located at 305 Brundage Lane. Motion by Commissioner Kaur and second by Commissioner Bittle to approve Consent Calendar Public Hearing Items 5.a., 5.b., 5.c., 5.d, 5.e., & 5.f. as staff recommended. Motion" was approved with Commissioner Neal absent. 6. NON-CONSENT PUBLIC HEARINGS a. Extension of Time for Vesting Tentative Tract Map 7397 Aaron Rivani requests an extension of time for Vesting Tentative Tract 7397 consisting of 83 single family residential lots and a detention basin on 19.98 acres, located south of Highway 178 and west of Comanche Drive. Notice of Exemption on file. (Ward 3) Two people spoke in favor. No speakers in opposition. (Staff recommends approval.) RES# 06-25 Assistant Planning Director Jennie Eng provided the staff report. Public hearing was opened. Two people spoke in favor. No speakers in opposition. No one spoke in rebuttal. Public hearing closed. Planning Commission deliberated. Motion by Commissioner Bittle and second by Commissioner Martin, to approve Non-Consent Calendar Public Hearing Item 6.a. Motion · was approved with Commissioner Neal absent. 3 7. COMMUNICATIONS Assistant Planning Director Jennie Eng addressed Commissioner Bittle's request to have code enforcement visit the development site of VTTM 7397. She also announced the next Planning Commission meeting will be on February 6, 2025. 8. COMMISSIONER COMMENTS Vice Chair Strickland welcomed the two new commissioners and thanked Assistant Planning Director Jennie Eng for covering Planning Director Paul Johnson.
