1. Mayor Karen Goh suggested Arbor Day with City of Bakersfield Recreation & Parks.
a. Ginny will also connect Ashey Aguilar to City of Bakersfield Recreation & Parks about in -kind
tree service, donations, and volunteers from Rancho Tree Service.
2. Theresa Olson suggested a community outreach booth at the Great American Cleanup.
3. Jessica Felix and Heather Pennella suggested participating in the Beautification and Community

1. KAV639 Illegal Dump Funds Update: Jessica Felix reported that a portion of KAV639 Illegal Dump fund [for
education, eradication and enforcement] is no longer available to KBBC for direction. Felix reminded KBBC
that when City Manager Staff made the funding available to the KBBC, that it was with the understanding
that it could roll over to a new fiscal year, but it was not indefinitely available to KBBC. Felix explained that
the funding was not placed in the Bakersfield Foundation with an earmark for KBBC like other KBBC
funding sources. KBBC members questioned if this would affect the billboards contract. Felix reported:that,
that contract is being terminated. Felix was not certain, but believes the funding was not technically
encumbered for KBBC use.
Task: Ginny Gennaro will look further into the decision and provide an update for KBBC.
B. 22"d Annual Great American Cleanup (GAC), Saturday, April 26, 2025,— Sophia Felix, Brooks Douglass
1...Review Paid Advertising Options and Vote to Select Advertising Types: Deferred - discussion considered
not to have paid advertising other than social media in advance of the event, but rather post event to
show gratitude and perhaps a more evergreen KBB promotional campaign.
2. Next meeting: 11 a.m., Friday, March 7, 2025 via Teams or in -person, 4101 Truxtun Avenue, Building A-
-Sophia Felix mentioned from the last meeting that there is interest in finding an in -kind vegetarian food
option, shirt quotes are underway, and swag inventory is being taken into account. New suggestions for
swag include key chain/bottle opener, golf balls, frisbee, pens, pencils, shopping bags, biodegradable feces
bags, source separation tutorial magnets, environmental coloring book/activity book, but not the same
water bottles as last year. Quantities could be reduced as a spin and win option. —Handout .

• Ginny Gennaro: Ginny and/or Jocelyn Salcedo will be present at KBBC meetings until a new attorney is hired
and an attorney is assigned to KBBC.
• Jessica Felix: You may want to self -nominate for the Greater Bakersfield Chamber of Commerce Beautiful'
Bakersfield Awards. If you want to self -nominate, she would edit and submit it.
VII. KBBC and Advisory Board Comments
• Heather Pennella:'Questioned how to move forward with plans for size and types of trees to plant in the public
right-of-way that are privately owned downtown. Empty tree wells near 19th and G Streets have already been
identified. Pennella also reported that the National Association of Realtors has a $7,000 grant opportunity that
could benefit KBB. She's interested in it for [Compassion Community Garden] for aesthetic and comfort.
• Cathy Butler: The volunteer planting_ downtown in tribute to the, passion,of KBB Founder John Enriquez will
take place April 12, 2025 with up to $500 and volunteers from KBBC. Ray Scott of the Advisory Board will pick
up and deliver the items to be planted. The Tree Foundation of Kern and Fox Theater will be involved. The
Enriquez family will be invited. A surprise next to the Fox Theater will be revealed.
• Theresa Olson: Can those of use volunteering in the Great American Cleanup information booth get a list of
where to assign teams, because high school students didn't know where to go?
o Jessica Felix replied, ''Yes." She added that last year, the list was placed under something in the
information trailer. She also expressed that more advance coordination from KBBC would be good with
the high schools in particular. She shared how volunteer registration for 2025 has been changed to try
to better coordinate high schools for the event.

A. Vote to Approve Completion of Traffic Control Box Patriotic Mural by the Intersection of Stockdale Highway and
Village Lane — Brooks Douglass, Heather Pennella: KBBC consensus showed dissatisfaction for the mural for not
looking like the proposal and more so for having the wrong number of stars and stripes on the American flag.
Motion to invite the artist to start over with a new color rendering to show more accurately how the completed
mural would look with an American flag with the correct number of 50 stars to symbolize states and 13 stripes
to symbolize the original colonies, that if approved by KBBC for a restart would add $100 to the typical $400
artist stipend for a total of $500 fora satisfactory completed mural: Brooks Douglass

Sarah Huston shared that Paul Yanez and Brooks Douglass did a good job leading. Brooks Douglass liked how it
went but would like more promotion, because it is a big event. Heather Pennella and other committee members
are interested in doing a second waste reduction collection drive -through event. Specific concern was shown for
special household hazardous waste like batteries and e-waste.

iii. Requirements may include a current business permit, general liability insurance policy with.
additional ensured endorsement, potentially workers compensation, vehicle insurance and more.
Jessica Felix explained that certain requirements are needed when a business is doing business on
City property for a City event. Less paperwork may be required of sponsors dropping off in -kind
donations/allowing in -kind donations to be picked up, but the vendor is not participating in the
event as an onsite vendor.

3. Review car show inquiry.
City Recreation and Parks Department does not want.a car show on the lawn for GAC. If KBBC wants a car
show, come up with a way to make it fit the event brand, for instance before and after photos/stories to
explain salvaged cars brought back to life, or vintage and classic cars in general being repaired. KBBC
general consensus not to move forward with this idea for 2025.
4. Vote to determine vendor booth contribution request.
Jessica 'Felix detailed that sponsors have the option to have a community outreach booth space at GAC.
Others have brought up whether or not to let non -sponsors have a booth space at the event. No sales are
allowed.

elected officials/candidates) with a maximum of 25 booth spaces at GAC: H'arwant Gill

J. Update: Keep California Beautiful End Littering Demonstration Grant Project —Jessica Felix
The project as previously explained is on an extended deadline. It's on track to be completed this month. On
Monday, Channel.23 intends to make a news story about the project with an artist and Jessica Felix. Sarah Huston
and Heather Pennella will coordinate with 23 in order to participate too.
K. Update KBB Retreat, January 25, 2025 from 8 a.m. —12 p.m. at KC Steakhouse —Vice Chairperson
Please wear red KBB attire for a group photo. This meeting will help outline what.KBBC focuses on for the next
year or more.

Sue England announced that she will let KBBC term run its course. She would like to reapply to rejoin KBBC at a later
date when she terms out on another board. England thanked Matthew Martin for helping her acclimate to KBBC.

Dozens of free cigarette butt containers that may be mounted to a post or wall remain available while

Update: Compassion Community Garden, 405 Eye Street — Evelyn Young-Spath: Handout — The garden had
a ribbon cutting for the grand opening on October 26, 2024 as part of Make A Difference Day. A
community activity is scheduled for Sunday, February 9. KBBC mentioned that they may want to
reschedule because that is Super Bowl Sunday. A Bakersfield College intern will serve as a core volunteer
at the garden through a state funded workforce program. Core garden volunteers are working on
determining, public hours of operation. Sophia Felix and Jessica Felix submitted grant application
supplemental materials to The Home Depot to benefit this garden.
Task: More funding is needed to reimburse the City for the cost of the perimeter fence, gateways, and signage.
G. Update: Clean California Volunteer Stipend Request: Jessica Felix is in the process of requesting $8,000 to
$12,000 from Keep America.Beautiful. The amount received will be based on KAB=Clean CA thresholds.
H. Share 2024 KBB Anecdotal Highlights — All
Roundtable remarks: Several people expressed the void' in KBBC leadership due to the death of founding
member John Enriquez and several other KBBC vacancies and decreased KBBC member participation.
Several people intend to focus on KBB more in 2025. A general consensus is to increase volunteer
engagement. They shared that the vacancy recruitments underway are imperative to the success of 2025.
Staff shared how appointees could approach community members to get involved. Gratitude was shown
for Mayor Goh, City Solid Waste, Jessica Felix, and fellow KBB core volunteers. Staff also recognized that
although activities were down; staff did notice core volunteers taking on more roles that they -typically did
not do, due to so many vacancies/inactive appointees.
I. Remarks and Recognition — Mayor Karen Goh
• Mayor Goh shared that she noticed how KBBC members and KBB Advisory Board members rallied
around John Enriquez and filling gaps with coordination of activities that John typically led. She
suggested that KBB core volunteers recommend candidates to apply to fill KBBC vacancies.
• Mayor Goh recognized Josh Rudnick for his service to the City in the Attorney's Office.
• Mayor Goh recognized 2024 KBBC Chairperson Sophia Felix with a plaque from KBB and Solid
Waste.

L. Staff'2025 Focus for Solid Waste Division & Recommendations to'KBB/KBBC
• Anticipate increased use of KBB funds available in Bakersfield Foundation for City
administrative costs directly related to KBB.
• California State law SB 1383 continues to be a top priority.
• Great American Cleanup also continues to be a priority. Staff shared that James Leonard is
now the Acting Solid Waste Director and lead supervisors for GAC are Tony Garza and
Richard Gutierrez.
M. Rancho Tree Service Request to Volunteer and Sponsor — 2025 Chairperson
Jessica Felix shared that this business is interested in KBB type volunteer and sponsorship
opportunities. They are particularly interested in an Arbor Day tree planting in April. Arbor Day 2025
is the Friday before the Great American Cleanup on Saturday, April 26, 2025.
Task: Invite Rancho Tree Service to February 2025 KBBC meeting. Include Arbor Day and KBBC vacancies on agenda.

P. Keep America Beautiful (KAB) National Conference, February 10 —13, 2025, Washinton DC —Staff
This conference focuses on litter data, recycling practices, and community beautification projects. It is a
networking and educational opportunity among peers, related industry leaders, potential sponsors, and
vendors. Staff explained that the estimated all-inclusive price on the conference website is $2,000.
However, Jessica Felix provided a higher cost estimate based on costs,from California (farthest flight) and
without a conference hotel :room block rate. KAB confirmed that although the hotel block rate is sold out
for the conference, KAB staff will help coordinate a similar rate for Jessica Felix, and other affiliate
representatives planning to attend. KBBC. members said that they were interested in fundraising in the
future for a KBBC appointee(s) to go to the conference too. Jessica Felix explained that KBBC could vote to
use available KBB funds to send a KBBC representative(s). Jessica Felix added that,hotel room sharing is a
means to cut travel expenses if more than one KBB representative were to go together.
