Items will be voted on Thursday night. 4.2 Public Hearing Items 4.2a Approval of Vestinq Tentative Parcel Map 10927 (Hopper Properties) (Ward 7) Staff report given recommending approval with conditions. Commissioner Gay asked if Maurice Avenue would get streetlights? Ms. Shaw said yes. Commissioner Gay asked if he could get a copy of the general plan amendment conditions and Mr. Movius said he would get him a copy of the final resolution with the conditions attached. Commissioner Tragish asked if the City Council approved all of the conditions that the Planning Commission put on this project? Mr. Movius said yes plus six more conditions were added. Commissioner Tragish asked what the additional six conditions were. Mr. Movius said they were: no restrictions on the reuse of the property on White Lane, Minutes, PC, February 18, 2003 Page 2 requirements for connection to the landscape island next to the In-N-Out Burger, fencing along 99 is to be replaced with something more aesthetically pleasing and some landscaping on a remnant piece of property to the north adjacent to the site that is to be included in the landscaping along the back street. Commissioner Tragish requested this item be removed from the Consent Calendar so that he may ask the applicant some questions regarding ingress and egress. 4.2b Approval of Vestinq Tentative Tract 6165 (SmithTech, USA, Inc.) (Ward 7) Staff report given recommending approval with conditions. There were no Commission comments. Item will be voted on Thursday night. PUBLIC HEARINGS - TENTATIVE PARCEL MAPS 5.1) Vestinq Tentative Parcel Map 10927 (Hopper Properties) (Ward 7) See Consent Agenda 5.2&3) Vestin.q Tentative Parcel Map 10938 & 10940 (Mclntosh & Associates) (EIR on file) (Ward 5) Staff report given recommending approval with conditions. Commissioner Tragish asked if the City Council approved all of the conditions that the Planning Commission placed on this project? Ms. Gennaro said it is her understanding that all of the conditions were approved with the exception of the additional bike racks. Commissioner Gay asked if Parcel 4 will have curb, gutter and sidewalk along Harris Road? Mr. Movius said yes it is a legal parcel approved with a recent map and it will have full standards. There were no other Commission comments. Item was continued until Thursday night. PUBLIC HEARINGS - TENTATIVE TRACT MAPS 6.1) Vestin.q Tentative Tract Map 6149 (Phased) (Pinnacle Engineering) (Ward 3) Staff report given recommending approval with conditions. Commissioner McGinnis asked if this is the same project that once had a linear park? Mr. Movius said yes. Commissioner McGinnis asked if there will be a sump in this project? Mr. Movius said that there will be drainage facility located about midway down Miramonte on the east side of the project that will be adjacent to a park. Commissioner McGinnis asked if there is anything specific drawn into this project that would tie into the bike path or trails plan across 1787 Mr. Movius said the only thing there is a bike lane on 178 in accordance with the trails plan. Minutes, PC, February 18, 2003 Page 3 Commissioner McGinnis asked if the Commission has any control regarding development before 178 is improved and if there is a timeline for improvement of 1787 Ms. Shaw said that all she is aware of right now is that their frontage is required to be improved to arterial standards. She hasn't seen anything from CalTrans requiring any offsite improvements to State Route 178. Commissioner McGinnis said he has a real problem with adding 558 lots to the traffic situation as it stands now. He requested that this not be placed on the Consent Calendar for Thursday night. Commissioner Tragish asked if there was a traffic analysis done? Mr. Movius said that a limited traffic study was done in response to some CalTrans questions. Mr. Movius will provide a copy of it prior to Thursday night. Commissioner Tragish said because of all the tracts going into the area, he would like to have a timeline for when 178 will be widened and would like a presentation from Mr. Walker regarding this. Commissioner Tragish requested Mr. Grady show him on the screen where the commercial zone will be that was discussed in the staff report. Mr. Movius said it is a C-O zone along the western line. Mr. Grady drew it on the screen. Commissioner Tragish asked if this project will have landscaping either outside or inside the block wall or if it provides for landscaping at all along the boundary with 1787 Mr. Movius said there will be the City arterial standard for landscaping along 178 which is 10 feet behind sidewalk on the street side of the wall. Commissioner Tragish asked for an example of a city street in town that is landscaped like this one will be. Mr. Movius said he would call him and give him an example. Commissioner Tragish asked if the block wall will only be along 1787 Mr. Movius said it would wrap around on Miramonte and the requirement would be 8 feet behind sidewalk. The wall could be six feet high instead of seven feet. It would be adequate and that is the City standard. Commissioner Gay asked what the Commission can do to expedite the signal light on Miramonte and 1787 Ms. Shaw said she would answer that on Thursday night. Commissioner Ellison asked if there is a timeframe for the realignment of Comanche and Alfred Harrell Highway? Ms. Shaw said they are realigning it now. Commissioner Ellison asked if the bike lanes will be right on 178 or separated from 1787 Mr. Movius said that in this area it will be right along 178. It is a Class II which is a stripe adjacent to the roadway. Commissioner McGinnis asked if the natural slope for the parcel where the sump will be located slopes down in a westerly direction? Ms. Shaw said yes. Commissioner McGinnis asked if it would be better to put the sump on the west side of the parcel? Ms. Shaw said that the one on the east side is a detention basin. They will be detaining the water on the upper side so that when a storm occurs the amount of water that exits the tract is very close to what would naturally exit the tract at that point. That will require them to detain some of the water that comes from the upstream portion in that sump. It is taking care of water coming into the tract from Miramonte tracts. It will tie into the pipe that crosses 178. There were no other Commission comments. Item was continued until Thursday night. (Ward 7) See Consent Agenda PUBLIC HEARINGS - COMPREHENSIVE SIGN PLANS 7.1) Comprehensive Siqn Plan 03-0116 (Panama and 99 Property, LLC) (Ward 7) Staff report given recommending approval with conditions. Commissioner Gay said that as long as he can be assured that no one will be able to see the signs from the tract to the east he is satisfied. There were no other Commission comments. Item was continued until Thursday night. 7.2) Comprehensive Siqn Plan 02-1155 (Nadel Architects, Inc.) (Ward 5) This project was withdrawn by the applicant.
