A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD IN SUPPORT OF SENATE BILL 465,
AMENDING THE TRANSIT VILLAGE DEVELOPMENT
PLANNING ACT OF 1994.
WHEREAS, there is a need for the State of California to effectively meet housing
demands, especially Iow- and moderate-income housing; and
WHEREAS, housing is being forced into outlying fringe areas away from
employment centers, thus aggravating traffic congestion problems; and
WHEREAS, billions of dollars of public investment in rail transit systems are not
generating the highest possible return on investment due to restrictions on station-area
development; and
WHEREAS, current tax and land use policies and economic factors make it
extremely difficult for core cities to redevelop depressed areas and attract investment;
and
WHEREAS, without legislation, the decline of city centers and the growth in
traffic congestion will continue; and
WHEREAS, Senate Bill 465 would increase the area from one-fourth mile to one-
half mile around a rail transit station that qualifies for designation as a "transit village"
redevelopment area; and
WHEREAS, Senate Bill 465 will help cities attract private capital for housing and
other redevelopment around rail transit stations; and
WHEREAS, Senate Bill 465 will especially help areas that currently cannot
compete for such private investment because of brownfields or other impediments.
NOW, THEREFORE, BE IT RESOLVED by the City of Bakersfield as follows:
1. The City of Bakersfield expresses its support for Senate Bill 465 and urges its
passage by the State Legislature.
I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by
the Council of the City of Bakersfield at a regular meeting thereof held on
MAR 2 6 Z003 , by the following vote;
