SITE PLAN REVIEW HEARING
OF THE CITY OF BAKERSFIELD
Held Tuesday, April 1, 2003, 4:00 p.m., Development Services Building, 1st Floor Conference
Room #107, 1715 Chester Avenue, Bakersfield, California.

The Director read the Notice of Right to Appeal as set forth on the agenda.

3. APPROVE MINUTES
The Director approved the minutes of the meeting held November 19, 2002.
4. PUBLIC HEARINGS
4.A. FILE NO. 03-0204 - GREGORY W. DAVIS HAS REQUESTED A SITE PLAN
REVIEW FOR THE CONSTRUCTION OF A 330 UNIT APARTMENT
COMPLEX (ONE AND TWO STORY UNITS) ON A 19.6+ ACRE PROJECT
SITE IN AN R-2 (LIMITED MULTIPLE FAMILY DWELLING) ZONE
DISTRICT LOCATED AT 12899 REINA ROAD.
Mr. Hardisty opened the public hearing and asked for comments from anyone in
opposition to the staff recommendation to approve the site plan. There being none, he
asked for comments in favor of staff' s recommendation and comments from the applicant
or developer.
The project representatives included the owner Greg Davis, his engineer Bob Smith, and
his architect Gilbert Wong. They had no questions regarding the compliance items. Mr.
Eggert stated that the applicable conditions from a recent zone change had been carried
forward to this project. He noted that a slight setback adjustment was needed for the two-
story buildings along the east property line (they needed to be 25 feet instead of 20 feet),
and commented on the sewer study condition imposed by the Public Works Department.

Mr. Hardisty briefed the developer on the steps necessary to get through the plan check
process and be issued building permits. There being no further questions or comments,
Mr. Hardisty approved the negative declaration and site plan subject to the compliance
items in Exhibit A.
