A RESOLUTION DETERMINING THAT THE CITYWIDE
GEOGRAPHIC INFORMATION SYSTEM CANNOT BE
REASONABLY OBTAINED THROUGH USUAL BIDDING
PROCEDURES; AND AUTHORIZING THE FINANCE DIRECTOR TO
DISPENSE WITH BIDDING THEREOF, NOT TO EXCEED $67,000.
WHEREAS, the Management Information Services Division of the City of
Bakersfield wishes to purchase a Citywide Geographic Information System (herein "GIS");
and
WHEREAS, Council approved an appropriation in excess of $67,000 in its
1997/1998 City budget for a geographic information system; and
WHEREAS, after City staff conducted a thorough investigation and study, ESRI Inc.
was found to be the only vendor offering a system that best addresses the current and
long-term geographic information needs of the City; and
WHEREAS, purchasing the hardware from ESRI Inc. will reduce the costs
associated with licensing the geographic information software and provide an integrated
system with the existing data currently in use; and
WHEREAS, the Finance Director has determined, and has recommended the
Council find, that GIS can only be reasonably obtained from one vendor because of
restricted availability, and recommends dispensing with bidding therefor in accordance
with subsection D.1. of Section 3.20.060 of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. Said GIS can only be reasonably obtained from one vendor, ESRI Inc.,
because this vendor offers a system that best serves the current and long term needs of
the City.
3. The Finance Director is authorized to dispense with bidding and to negotiate
the purchase of same, not to exceed $67,000.

I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the
Council of the City of Bakersfield at a regular meeting thereof held on AUG 0 6 1997, by
