RESOLUTION OF THE CiTY COUNCIL OF THE CITY OF
BAKERSFIELD OPPOSING THE SALE OF THE ROSEDALE
HIGHWAY POWER PLANT BY PACIFIC GAS AND ELECTRIC
COMPANY.
WHEREAS, Pacific Gas and Electric intends to sell the Rosedale Highway Power Plant
to North American Power; and
WHEREAS, the sale is the first step to reestablish the defunct power plant; and
WHEREAS, since the last time this power plant was in operation there has been
massive urbanization in the area notably the Northwest Promenade with more than 1,000,000
square feet of regional commercial business; and
WHEREAS, a functioning power plant utilizing agricultural waste for power is a
completely incompatible land use; and
WHEREAS, air quality impacts associated with this type of power plant operation is
incompatible with the down wind existing and planned residential neighborhood; and
WHEREAS, both Coffee Road (a major arterial) and Rosedale Highway (State Route
58) experience significant traffic congestion now; and
WHEREAS, the power plant requires significant new truck traffic to supply the material
to burn for power thereby impacting an already high traffic area; and
WHEREAS, there is already distinct and documented ground water quality problems at
the existing power plant; and
WHEREAS, operation of the power plant when Rosedale was a rural setting may have
been appropriate but it is now completely out of step with existing and planned development of
the area.
NOW, THEREFORE, BE IT RESOLVED BY THE CiTY COUNCIL OF THE CITY OF
BAKERSFIELD as follows:
1. That the entire City Council goes on record in strong opposition to the sale of the
Rosedale Highway Power Plant by Pacific Gas and Electric Company to North American Power
for the purpose of reestablishment of the defunct power plant;
2. The Council calls upon PG&E to proceed with the dismantling and environmental
clean up of the Kern Power Plant as soon as possible; and
3. The City stands ready to discuss with the owners of the Kern Power Plant the
most effective means of closing the facility and determine the best use for the property.
I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by
the Council of the City of Bakersfield at a regular meeting thereof held on MAY 1 4 2~]113, by the
following vote:
