1. ROLL CALL
Present:
Mayor Hall, Vice-Mayor Couch, Councilmembers
Carson, Benham, Maggard, Hanson, Sullivan (seated
at 12:28 p.m.), Salvaggio
Absent: None
2. DEPARTMENT BUDGET PRESENTATIONS
a. General Government

Assistant City Manager Chdstensen made presentation and
provided written materials.
Maggard requested staff look into the San Josquin Valley Air
Pollution Control District program that provides laptops to field
inspectors.
Maggard requested information regarding legaflty of self
insuring for workers compensation and requested staff look into
raising the self insured portion in order to save on premiums.
Assistant City Manager Christensen responded.
Couch requested City Manager hold a workshop on prioritizing
Council Goals and Accomplishments.
b. Development Services Department

Planning Director Stan Grady made presentation and
provided wdtten material for the Development Services
Department and the Planning Division.
Building Director Dennis Fidler and staff made presentation
and provided wdtten material for the Building Division.
Couch requested staff look into more cost effective and
alternative ways to recover costs that were previously
uncollectible.

c. Police Department
Police Chief Eric Matlock made presentation and provided
wdtten materials.
Assistant Police Chief Bill Rector made presentation on
Support Services Division.
Captain Neil Mahan made presentation on the Investigations
Division.
Captain Bryan Lynn made presentation on the Operations
Division.
Hanson requested staff look at the impact of reduced
training for officers, reductions in DARE Program and
Gang Unit employees.
Couch requested staff make filling the vacant public
safety positions a priority when the City has clarification
on the State budget and the money is available.
Benham requested staff meet with her regarding locating
funds for the school crossing guard program.
d. Fire Department
Fire Chief Ron Fraze made presentation and provided written
materials.
Couch requested staff hold a workshop regarding Fire
Truck function and use.
Couch requested staff work together and find a way to
have a full compliment of fireflghters at Station 15.
Carson requested staff look into the City's ability to use
CDBG funds and/or tax Increments for equipment or
upgrading Station 5.
Carson requested staff continue to expand service in the
southeast area.
