PUBLIC HEARING - Tentative Tract Maps
5.1) Vestinq Tentative Map 6148 (Pinnacle Engineering) (Ward 3)
Staff report given recommending approval subject to conditions.
Commissioner Gay asked if all of the Commissioners were present during the previous hearing
and if not if they need to be brought up to date on any issues? Ms. Gennaro said she needs to
check but she thinks Commissioner Blockley may not have been present and staff will go over
the issues with him.
Commissioner Tragish asked if there has been a response from the San Joaquin Valley Air
Pollution Control District regarding the issues raised by the Sierra Club on this project? Mr.
Movius said he would have to check to see if there is an individual response but staff received a
generic letter a few weeks ago regarding their satisfaction with staff's requirement for the air
quality studies for all the tracts we have been doing them for.

5.2 Vestinq Tentative Map 6155 (Porter-Robertson Engineering) (Ward 7)
Staff report given recommending approval subject to conditions.
Commissioner Tragish asked if the parcel is in compliance with current city ordinances? Mr.
Movius said he is not sure about code compliance but they could check by Thursday but the tract
should not be penalized for it. Also, they would check the status of the annexation.
Commissioner Gay asked about the abandonment of Archer Street through the tract. He asked
if that full street right-of-way include the neighbor to the north and whether we can abandon that
street without permission? Ms. Shaw said that portion of the roadway is in the county. If it were
to be abandoned, it would have to be abandoned at the county level, too. Commissioner Gay
asked if a road can be abandoned next to someone's property without permission. Ms. Shaw
said they would get noticed and if they have objections, they generally do show up.

5.3 Vestinq Tentative Map 6190 (Porter-Robertson Engineering) (Ward 6)
Staff report given recommending approval subject to conditions and the memorandum from the
Public Works Department. Applicant is asking to be 31aced on the consent calendar for
Thursday night.
Commissioner Tragish asked where the street would be g~ving access to the project off of New
Stine? Ms. Shaw said McCutcheon Road is an arterial and the applicant has agreed to do a
canal crossing so that they can extend it out to Stine Road. They will be obtaining some right-of-
way from the neighbor. They are required to put in 32 feet of paving and shoulders to gain
access to Stine Road. Additionally, they will have access through Ryzona.
Commissioner Gay said that condition 4 states that the traffic signal on Stine will be triggered at

80 units and wondered how they would do that? Ms. Shaw said she believes the condition states
that the traffic signal will be installed when the total number of units in either tract (Tracts 6170
and 6190) is reached. Commissioner Gay asked if both developers will pay for it? Ms. Shaw
said that If the city does not put the signal in, they can enter into a reimbursement agreement to
get the excess of their pro-rata share back.
Commissioner Gay said that lots 17 and 18 looked to be squeezed in the cul-de-sac and
wondered if staff is comfortable with this? Mr. Movius said they are thinner than some of the
other lots but they did meet the minimum width requirement.

5.4 Vestin.q Tentative Tract Map 6186 (Phased) (Pinnacle Engineering)(Ward 4)
Commissioner Ellison declared a conflict of interest on this project.
Staff report given recommending approval with conditions including memorandums from the
Public Works and Planning Departments.
Commissioner Spencer said he would like to see how the tract will be redesigned if the Westside
Beltway would go through. Staff will respond by Thursday.
There were no other Commissioner comments. Items will be voted on Thursday night.
