RESOLUTION DETERMINING THAT GOBAL POSITIONING
SATELLITE SYSTEM (GPS) FOR FIELD SURVEYING APPLICATIONS
CANNOT BE OBTAINED THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO
DISPENSE WITH BIDDING THEREFOR, NOT TO EXCEED $92,500.
WHEREAS, the purchase of GPS equipment was approved in the 1999-
2000 fiscal year budget process; and
WHEREAS, the State of California Department of Transportation
(Caltrans), the County of Kern and several local engineering firms utilize GPS
equipment manufactured by Trimble Navigation LTD.; and
WHEREAS, the City of Bakersfield frequently exchanges survey data with
the State, County and local engineering firms; and
WHEREAS, it is necessary for the City of Bakersfield to utilize a GPS
system in which the software is compatible with that of the above referenced agencies
for the successful integration of work between said agencies; and
WHEREAS, Trimble GPS equipment can only be reasonably obtained
from one vendor because of the restricted availability of said equipment and because of
the necessity to successfully integrate such equipment into existing City projects.
WHEREAS, Allen Instruments is a local vendor where the Trimble GPS
equipment may be purchased; and
WHEREAS, the Finance Director has determined, and has recommended
that this Council find, GPS surveying equipment can only be obtained from one vendor,
Trimble Navigation LTD. through Allen Instruments, and recommends that this Council
authorize dispensing with bidding therefor in accordance with Section 320.060 D of the
Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield as follows:
The above recitals are true and correct and incorporated herein by
reference.

The Council hereby finds that GPS surveying equipment only be
obtained from one vendor because software compatibility and the
successful integration of data with State, County and local
engineering firms is a benefit to the City,

The Finance Director is authorized to dispense with the bidding
therefor and to negotiate the purchase of same from Allen
Instruments, not to exceed $92,500.
