unforeseen delays in the exercise of such flexibility; and
WHEREAS, the continuation of ambulance services being provided to the
citizens of the City of Bakersfield is necessary for the preservation of public health,
safety and welfare; and
WHEREAS, the adoption of the Ordinance as an Emergency Ordinance is
necessary to insure the ability of the City Council to adequately evaluate proposed
ambulance service changes to forestall a potential reduction of ambulance services
which could detrimentally impact the public's health, safety and welfare.

as follows:
SECTION 1.
All of the foregoing recitals are hereby found to be true and correct.
