A RESOLUTION AMENDING RESOLUTION NO. 19-96
SETTING SALARIES AND RELATED BENEFITS FOR
EMPLOYEES OF THE GENERAL SUPERVISORY, POLICE
SUPERVISORY AND MANAGEMENT UNITS.
WHEREAS, Resolution No.

NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield that effective March 4, 1996, the Salary Schedule,
set forth in Resolution No. 19-96, is hereby amended as follows:
1. Resolution No. 19-96 is hereby amended by adding the
following class titles to the General Supervisory Unit:

3. Resolution No. 19-96 is hereby amended by changing the
language of Section 9.C. as follows:
C. General Supervisory and Police Supervisory (non-
safety) employees who are required to wear a uniform shall be
provided with a THREE HUNDRED FORTY DOLLARS ($340) per year uniform
allowance, payable semi-annually. Effective January 1, 1996, this
amount will be modified to THREE HUNDRED FIFTY-FOUR DOLLARS ($354)
per year. Effective July 1, 1996, this amount will be modified to
THREE HUNDRED SIXTY-SIX DOLLARS ($366) per year. Effective July 1,
1997, the above amount shall be modified to THREE HUNDRED SEVENTY-
NINE DOLLARS ($379) per year. This allowance is to be paid in
advance every six months on a pro-rata basis.
Temporary employees of the Police Supervisory Unit
who are required to wear uniforms will be paid ONE HUNDRED FIFTY
DOLLARS ($150) annually, payable semi-annually.
If an employee terminates before conclusion of the
period for which payment has been received, such employee shall
reimburse City on a pro-rata basis.

CLASS TITLE:
WASTEWATER MANAGER
CLASS CHARACTERISTICS:
Under general direction, performs professional engineering and administrative work at an advanced
level in planning, organizing, directing, and coordinating the various activities, operations and
improvements of the Wastewater Treatment Division of the Public Works Department; provides
assistance to the Department Head with work of great complexity and sensitivity; makes public
presentations and responds to public inquiries; provides policy guidance and maintains cooperative
relationships with community groups, intergovernmental agencies and City staff; and performs other
work as required.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of the position's essential duties.
They are descriptive, not limiting.
Essential Duties:
Plans, organizes, and directs the activities of the Wastewater Treatment Division; answers public
inquiries; makes studies, investigations and reports for presentation to the City Manager or City
Council; meets and confers with the general public, consultants, contractors, or representatives of
other departments or governmental agencies to discuss agreements, policies, budget items, and
programs of the Wastewater Treatment Division; reviews plans and specifications; handles inquiries
and investigates environmental matters; recommends policy and procedures to address legislated
requirements and mandates; administers policy as established by the City Council; interacts with the
public; prepares, reviews and administers the division's capital improvement and outlay budgets;
prepares cooperative agreements with other agencies; reviews plans and proposals for their impacts
on the City's Wastewater Treatment Program.
DISTINGUISHING CHARACTERISTICS:
In addition to assisting the Department Head in varied administrative and programmatic areas,
including long-range planning and policy development, fiscal management and general
administration, this class has division head responsibility for the functional operation of the
wastewater treatment plants and the environmental impact of those plants. Emphasis is on: staying
current with the federal and state legislation regarding wastewater treatment and participating in the
activities of the State of California Water Quality Board. This class is distinguished from the
Department Head in that the latter has full management and administrative responsibility for the
entire department. This position is distinguished from the Wastewater Superintendent in that the
latter is responsible for the day-to-day operations of the division.
QUALIFICATIONS GUI DE:
Knowledge of:
Principles and practices of civil and sanitary engineering; investigation, design, and construction of
general public works including sewage and wastewater installations; wastewater permitting
procedures and regulations; public administration principles and methods; program and budget
development; principles of management and supervision of employees; principles, practices, and

relating to wastewater and consulting services; techniques and methods utilized in wastewater
collection and effluent disposal; computer applications related to work.

Ability to:
Plan, organize, administer and direct a variety of complex solid waste services and programs; select,
motivate and evaluate staff; devclop and implement goals, recommend policies and internal controls;
analyze complex technical and administrative problems; act as liaison to local, state and federal
agencies, boards, etc.; establish and maintain cooperative working relationships with the news media,
public, boards agencies, City staff, etc.; make and check complex engineering computations; prepare
engineering plans and specifications; supervise the preparation of engineering records and to make
clear and concise technical reports, both written and oral.
Skill in: use and demonstration of engineering office and field instruments.
Training and Exoerience:
Graduation from an accreditcd college or university with a Bachelor's degree in Civil Engineering
or related field and five years of progressively responsible professional experience in the management
of civil or sanitary engineering, including both field and office work. Experience with development
and opcration of wastewater facilitics also required.
Licenses, Certificates and Spccial Requirements:
Registration as a Civil Engineer in the State of California. Possession of a valid California Class "C"
driver's license. Highly Desirable: Wastewater Operator's License.
Physical Conditions or Spccial Working Conditions:
Standard office environment and working conditions; however, must be willing to work outdoors in
all weather conditions. Ability to inspect and direct activities at wastewater facilities.

CLASS CHARACTERISTICS:

and sensitivity in the planning, organizing, directing, and coordinating the Engineering and
Construction Divisions of the department; makes public presentations and responds to public
inquiries; provides policy guidance and maintains cooperative relationships with community groups,
intergovernmental agencies and City staff and performs other work as required. Under direction,
acts for Department Head in their absence.

Manages the activities of the Engineering and Construction Divisions; assists in planning, organizing,
and directing the activities of the department and acts for the director in his absence; assists in
determining departmental policy and confers with departmental superintendents on matters of the
department; answers public inquiries regarding policy; makes studies, investigations, and reports to
assist the Director in making presentations to the City Manager or City Council; meets and confers
with the general public, contractors, or representatives of other departments or governmental
agencies to discuss agreements, policies, budget items, and programs of the department; makes final
review of plans and specifications prior to signing by the Director; prepares, reviews and administers
capital improvement and division outlay budgets; prepares draft cooperative agreements with other
agencies; reviews plans and proposals for their relationship with the City; administers policy as
established by the City Council; and interacts extensively with the public. May serve as Department
Head from time-to-time on a relief basis.

Superintendent in that the latter positions are responsible for the day-to-day division operations.

program and the construction and maintenance of parks, recreation areas, parkways, landscaped
areas, street and park trees, and related facilities and buildings; acts as the division head and is
assigned responsibility for specific functional areas; provides highly responsible and technical staff
assistance to the Department Head; prepares budget, financial and statistical reports regarding
department operations; providespolicyguidance; maintainscooperative relationshipswith community
groups, intergovernmental agencies and city staff; makes public presentations and responds to public
inquiries. Under direction, acts for Department Head as needed. Performs other work as required.

ESSENTIAL DUTIES:
Plans and directs an expanding flexible program of recreation activities for all segments, groups, ages
and interest levels of the community; recommends the acquisition of and directs the development
and maintenance of parks and appropriate structures and facilities to best serve the widest recreation
interests of the community; confers with and advises division superintendents on related problems;
develops, controls and manages the budget for the division; evaluates program effectiveness and
establishes program priorities; prepares or directs the preparation of periodic and special reports;
supervises the preparation of the Citizens Community Services Advisory Committee Agenda and
serves as staff representative to the Committee; interprets the program of the division to the
community through press releases, speeches and contacts with community agencies and groups, both
public and private; monitors performance on capital improvement projects, grant funded projects,
contracts and agreements; develops foundation and private sector support, sponsorships, and jointly
hosted events; oversees the policies and procedures in the maintenance of landscape assessment
districts; selects department employees; develops and establishes work methods and standards;

DISTINGUISHING CHARACTERISTICS:
This class has division head responsibility for the management, development and direction of a
recreation program for all groups and ages in interest levels within the City and for developing and
maintaining an adequate park system and maintenance program. The Director of Recreation and
Parks functions with wide latitude under the direction of the Department Head. This class is
distinguished from the Department Head in that the latter has full management and administrative
responsibilities for the entire department. This position is distinguished from the Superintendent
positions in that the latter are responsible for the day-to-day operations of the division.

Training and Experience:
Graduation from an accredited college or university with a Bachelor's degree in Business or Public
Administration, Recreation Administration, Park Administration, Horticulture or a closely related
field and five years of progressively responsible experience in Recreation and Parks management,
including planning and program development. Additional management experience in recreation and
parks may be substituted on a two for one year basis for the educational requirement. Masters
degree is desirable.

Possession of a valid California Class "C" driver's license.

CLASS SUMMARY:
Under general direction, supervises and performs complex accounting and auditing functions;
supervises staff; compiles and presents reports of both a financial and statistical nature; performs
related work as required.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of the position's essential duties.
They are descriptive, not limiting.
Essential Duties:
Operates as a member of the department management team; prepares a wide variety of journal
actions dealing with payroll, investments, fund transfer, invoices and other subjects; performs a wide
variety of financial and statistical analyses, develops periodic financial and budget status reports and
prepares information and recommendations for action by the department head; plans, assigns, directs
and evaluates the work of assigned staff; aids departments in revising record-keeping procedures;
prepares periodic financial statements and reports; maintains general and subsidiary ledgers;
coordinates the keeping of a complex set of cost and control accounts; confers with City departments
on accounting and auditing requirements and plans; recommends changes in systems and
assignments; prepares and provides technical assistance in preparation of administrative reports to
the Council and other City advisory bodies; performs periodic review, evaluation and modification
of internal control procedures; assists the department head in establishing and executing goals and

DISTINGUISHING CHARACTERISTICS:
Positions in this class receive policy and program direction from the Assistant Finance Director who
has overall management accountability for the division. The Accounting Supervisor directs the work
of division staff members, as well as, performs a wide variety of professional level duties. While
primary assignments may bc concentrated in one or two of the accounting sections, incumbents are
expected to perform work in any of the accounting sections, as work load and training needs dictate.
They have some discretion and latitude for the exercise of independent judgment.
