RESOLUTION NO. '~.
A RESOLUTION ADOPTING A CITY COUNCIL
POLICY AND PROCEDURE MANUAL
WHEREAS, with the exception of state open meeting laws, policies and procedures
for city council meetings are not prescribed by state law; and
WHEREAS, State law does allow a city council to establish rules for the conduct of
its proceedings.
NOW THEREFORE BE IT RESOLVED, by the Council of the City of Bakersfield as
follows:

The CITY COUNCIL POLICY AND PROCEDURE MANUAL is hereby
2. This manual will serve as an aid to the City Council in adopting, recording
and referencing policies and procedures which it has enacted in the past and chooses to
enact in the future.
3. The policies and procedures set forth in this manual are intended to be
guidelines which govern the conduct of business of the City of Bakersfield.
4. The City Council shall adopt by formal action, as set forth herein, any policy
or procedure which it proposes. Where Council proposes a new policy or procedure, it
shall direct the City Clerk to refer the policy to the appropriate department for preparation
and presentation to the Council.
5. Any new policy or procedure shall be prepared by the City Attorney in the
standard City resolution format and placed on the next Council agenda by the City Clerk
for Council adoption at its next regularly scheduled meeting. Only one subject per
resolution shall be adopted by the Council.
6. The City Clerk shall then prepare the newly adopted policy or procedure in
the format which has been approved by Council and include the policy or procedure in this
manual immediately upon its adoption by the Council.
7. Only those policies and procedures which have been adopted according to
the procedure set forth herein shall be used to govern Council debate on such policy or
procedure.
8. The adoption of these written policies and procedures shall supersede any
and all previous policies and procedures governing the same subject.
9. Any policy or procedure may be amended or repealed in the same manner
as such policy or procedure is adopted. The City Clerk shall include any amendment in
this manual in the same manner as provided for adoption of any new policy or procedure,
and, in the case of any repeal, shall remove such policy or procedure from this manual.
