RESOLUTION NO.
A RESOLUTION DETERMINING THAT DESIGN/BUILDING
SERVICES FOR THE ARENA EXPANSION OF THE
CONVENTION CENTER CANNOT BE REASONABLY
OBTAINED THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE FINANCE
DIRECTOR TO DISPENSE WITH BIDDING.
WHEREAS, the City of Bakersfield wishes to expand the Bakersfield Convention
Center to include a multi-purpose Arena facility; and
WHEREAS, the City requires both design and building services for the Convention
Center expansion (Arena) project so as to provide a dynamic integration of design and
construction which should expedite completion of the project and provide timely solutions
should problems be encountered during the construction phases; and
WHEREAS, the Arena project must be integrated into existing Convention Center
facilities, including but not limited to, energy management systems, floor elevations and
operations; and
WHEREAS, integration will guarantee a finished product that is fully operational to
the complete satisfaction of City staff; and
WHEREAS, on account of the complexity of structural components including the
expansive use of freespan steel, the integration of open space with seating facilities, and
the design of subsequent phases based upon actual construction of prior phases, splitting
the design and building of the Convention Center expansion (Arena) project into separate
components and awarding each to separate entities will undermine successful completion
of the project.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. The design and building components of the Convention Center expansion
(Arena) project need to be performed by one vendor in order to successfully integrate the
design and construction of the Arena into the Convention Center.
3. The complex and unique design and building services necessary for the
Convention Center expansion (Arena) project warrants use of particularized expertise to
assure timely and operational finality of this project.
4. The Finance Director is authorized to dispense with bidding and to return to
Council with a contract recommendation for the design/building services enumerated
herein.
