Mayor Price called the meeting to order at 7:34 p.m.

Motion by Agency Member Arriola, seconded by
Cohrs, to adopt Consent Calendar Item a.

Continued Joint Public Hearing of the City Council
and Central District Development Agency to
consider adoption of the Old Town Kern-Pioneer
Redevelopment Plan. (Wards 1, 2, 5)
Mayor Price opened the hearing.
Agency Member Weddle announced "1 was absent
from the May 26, 1999 joint meeting of the Agency
and the Council. However, I have listen to the
tapes of the joint public hearings on each of the
proposed redevelopment project areas and have
complied with all laws which would enable me to
participate in this evening."
Agency Member Prince announced "1 was absent
from the May 26, 1999 joint meeting of the Agency
and the Council. However, I have listen to the
tapes, 2 ~hours, of the joint public hearings on
each of the proposed redevelopment project areas
and have complied with all laws which would enable
me to participate in this evening."
Economic Development Director Jake Wager
provided a bdef summary of actions of the May 26th
joint meeting, written and oral objections were
received and responses prepared for Council and
Agency consideration.
Agency Chairperson Miller made comments and
expressed Agency support.
Resolution of the Central District
Development Agency making written
findings in response to each written
comment or objection of an affected
property owner or taxing agency and ruling
on written and oral objections to the
Redevelopment Plan for the Old Town
Kern-Pioneer Project.

Prince, to adopt the resolution.

Resolution of the Central District
Development Agency of the City of
Bakersfield certifying that the Final
Environmental Impact Report for the
proposed Old Town Kern-Pioneer
Redevelopment Plan was completed in
compliance with CEQA; making certain
findings regarding the environmental
impacts for the proposed adoption of the
Redevelopment Plan; adopting a reporting
and monitoring program; and adopting a
statement of overriding considerations.
Motion by Agency Member Mishoe, seconded
by Weddle, to adopt the resolution.
Resolution of the Central District
Development Agency adopting an
Implementation Plan and approving the
Redevelopment Plan for the Old Town
Kern-Pioneer Redevelopment Project to the
Bakersfield City Council.
Motion by Agency Member We<Idle, seconded
by Cohrs, to adopt the resolution.
Resolution of the City Council making
written findings in response to each written
comment or objection of an affected
property owner or taxing agency and ruling
on written and oral objections to the
Redevelopment Plan for the Old Town
Kern-Pioneer Project.
Motion by Councilmember DeMond to adopt the
resolution.
Resolution certifying that the City Council
has reviewed and considered the
information in the Final Environmental
Impact Report for the proposed Old Town
Kern-Pioneer Redevelopment Plan; making
certain findings regarding the environmental
impacts of the proposed adoption of the
Redevelopment Plan; adopting a reporting
and monitoring program; and adopting a
statement of overriding considerations.
