A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD AUTHORIZING THE APPLICATION FOR
GRANT FUNDS AND PARTICIPATION IN THE
CALIFORNIA PUBLIC UTILITIES COMMISSION'S 2004-
2005 ENERGY EFFICIENCY PROGRAM,
WHEREAS, the California Public Utilities Commission ("CPUC") is always
looking for ways to inform the public of rebate programs and methods of decreasing the
amount of energy used by residential and non-residential consumers; and
WHEREAS, many rebate programs and other mechanisms encouraging energy
efficiency are available, but consumers are unaware of the availability of such
mechanisms; and
WHEREAS, the CPUS has set aside money from electric and gas public goods
charges to fund a Energy Efficiency grant program ("the Program") to pay to educate
the public and lead to energy savings state wide; and
WHEREAS, Pacific Gas & Electric Company ("PG&E") is seeking to partner up
with local governments and consultants to create a plan which will not only educate the
public, but also provide audits of energy use, as well as installation of energy efficient
appliances, windows, water heater blankets, etc.; and
WHEREAS, Staple/Hutchinson and Associates, Inc. ("Staple/Hutchinson") has
developed a partnership plan in which the City, PG&E and Staple/Hutchinson will
combine their expertise to educate the consumers about various ways to make their
home or business more energy efficient, train contractors what energy-efficient devices,
are available and how to install such energy-saving devices properly, etc.; and
WHEREAS, PG&E and Staple/Hutchinson have prepared an application for such
grant funds; and
WHEREAS, if the grant is awarded, all work carried out by the partnership will be
paid for with the grant funds; and
WHEREAS, if the grant is awarded, the City may utilize the grant funds to retrofit
lighting and other devices to make the City more energy efficient; and
WHEREAS, if the grant is awarded, Staple/Hutchinson will oversee the Program
by training the contractors, marketing the program, assisting the consumers with filling
out the rebate forms, etc.

NOW, THEREFORE, BE IT RESOLVED, incorporating the above recitals
herein, by the Council of the City of Bakersfield as follows:
That the submittal of a grant application for and participation in partnership
with Pacific Gas & Electric and Staple/Hutchinson Associates, Inc. in the
California Public Utilities Commission's 2004-2005 Energy Efficiency
Program ("the Program") is hereby authorized; and
That the mayor or designee, the city attorney or designee, the economic
development director or designee and the finance director or designee of
the City of Bakersfield are authorized to execute any and all documents
required to facilitate the application for and participation in the Program
referred to herein.
The City of Bakersfield will abide by all terms of the Program, including,
but not limited to, the use of the grant funds and the time frame for
expenditure thereof.
