HomeMy WebLinkAboutRES NO 7-95NO. 7 - 9 5 RESOLUTION APPROVING APPLICATION FOR AN URBAN STREAM RESTORATION GRANT FOR TREE PLANTING ALONG THE KERN RIVER IN CONJUNCTION WITH CALLOWAY BRIDGE. WHEREAS, this resolution endorses application for an Urban Streams Restoration Grant and determines appropriate environmental impact document, conditionally accepts grant if offered, and designates contract manager and fiscal agent; and WHEREAS, the California Department of Water Resources, Division of Local Assistance, Urban Streams Restoration Program has announced the availability of funds for grants; and WHEREAS, said grants are intended to help solve flooding and erosion problems in a way that provides environmental enhancement; and WHEREAS, the Kern River Parkway Foundation has proposed to cosponsor a grant application with City of Bakersfield; and WHEREAS, the City of Bakersfield will be constructing a bridge over the Kern River and Cross Valley Canal in 1995 which requires landscaping, revegetation and slope stabilization along the Kern River; and WHEREAS, the City of Bakersfield proposes to use said grant funds to restore and enhance the banks of the Kern River to achieve soils stabilization and beautification along Calloway Bridge as shown on attached Exhibit "A"; and WHEREAS, we have concluded the project proposed for funding with the grant funds would be environmentally beneficial and we have adopted a Negative Declaration; and WHEREAS, we consider the prospects of receiving such a grant to be reasonably likely. NOW, THEREFORE, BE IT RESOLVED, the above Recitals, incorporated herein, are true and correct. We, the City of Bakersfield, approve the joint application with Kern River Parkway Foundation for an Urban Steams Restoration Program grant. If offered such a grant, we authorize Raul Rojas, Public Works Director, or his designate, to accept the grant and sign any contract for administration of the grant funds, Jacques LaRochelie, Design Engineer, or his designate, to develop a work plan for the project, and Raul Rojas, Public Works Director or his designate, to submit invoices to the Department of Water Resources for activities carried out under the work plan for the grant contract.
