A RESOLUTION DETERMINING THAT THE
HARDWARE FOR THE MOBILE DATA
TERMINAL SYSTEM CAN BE REASONABLY
OBTAINED FROM ONLT ONE VENDOH,
MOTOROLA, INC., AND AUTHONIZING THE
FINANCE DIRECTOR TO DISPENSE WITH
BIDDING THEREFOR.
WHEREAS, the Police Department is currently
upgrading its CAD (computer-aided dispatch) System and its
Records Management System so that it will have the most
comprehensive system available which is also compatible with the
hardware and software currently in use; and
WHEREAS, the upgraded CAD (computer-aided
dispatch) System and Records Management System are further
designed and intended to be placed in service in conjunction with
Mobile Data Terminals to be installed in each patrol vehicle; and
WHEREAS, the Council has previously appropriated
$1,700,000.00 ($1,400,000.00 seized asset forfieture and
$300,000.00 capital outlay funds) in the Police Department budget
for FY 1994-95 for the purchase and installation of the Mobile
Data Terminals; and
WHEREAS, the only Mobile Data Terminals currently
available which are compatible with the foregoing systems and
which meet all of the federal specifications set forth for
systems of this nature; and,
WHEREAS, the Finance Director has determined, and
has recommended that this Council find, that the Mobile Data
Terminals can only be reasonably obtained from one vendor,
Motorola, Inc., and has recommended that this Council authorize
dispensing with bidding therefor in accordance with Section
3.20.060 D of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of
the City of Bakersfield as follows:
1. The above recitals are true and correct and
incorporated herein.
2. In accordance with the recitals above, the
Council finds that the Mobile Data Terminals can only be
reasonably obtained from one vendor because of the necessity to
successfully integrate them into the existing CAD and Records
Management Systems, and authorizes the Finance Director to
dispense with bidding therefor and to negotiate the purchase of
same, not to exceed $1,415,000.
