HomeMy WebLinkAboutRES NO 25-95RSSOLUT ON NO. 25 - 9 RESOLUTION AMENDING THE OFFICIAL LIST OF DESIGNATED SPEED ZONES. WHEREAS, the Council of the City of Bakersfield, pursuant to Sections 22357 and 22358 of the California Vehicle Code and Chapter 10.24 of the Bakersfield Municipal Code, desires to enact prima facie speed limits on portions of a roadway within the City of Bakersfield; and WHEREAS, said prima facie speed limits are being established for streets in the City of Bakersfield after traffic engineering surveys were conducted; and NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The foregoing recitals are true and incorporated herein. 2. Under provision of Sections 22357 and 22358 of the California Vehicle Code, the prima facie speed limit for the following streets; or portions thereof, are hereby determined and declared to be as shown below, and shall be included in the official City "List of Speed Zones": Fairview Road, from Monitor Street to Union Avenue, to be forty-five (45) miles per hour. Pacheco Road, from East City Limit to Monitor Street, to be forty (40) miles per hour. Pacheco Road, from Monitor Street to South "H" Street, to be forty (40) miles per hour. Pacheco Road, from Wible Road, to Akers Road to be fifty (50) miles per hour. Pacheco Road, from Akers Road to Stine Road, to be fifty (50) miles per hour. Park View Drive, from Carvalho Court to White Lane to be forty (40) miles per hour. Stine Road, from Belle Terrace to Ming Avenue, to be forty (40) miles per hour. - i - Stine Road, from Ming Avenue to Wilson Road, to be forty (40) miles per hour. Stockdale Highway, from Stine Road to Wible Road, to be forty (40) miles per hour. Stockdale Highway, from Ashe Road to Gosford Road to be forty-five (45) miles per hour. Brimhall Road, from Coffee Road to Calloway Drive to be fifty (50) miles per hour. Hageman Road, from Calloway Drive to Coffee Road to be forty-five (45) miles per hour. Harris Road, from Ashe Road to Gosford Road to be forty-five (45) miles per hour. Panama Lane, from South "H" Street to Union Avenue to be fifty (50) miles per hour. Sillect Avenue, from Pierce Road to Arrow Street to be forty (40) miles per hour. These speed limits were first established in 1989 and have either been revised as traffic patterns have changed or expanded as the City has continued to grow. The California Vehicle Code (C.V.C.) gives us the criteria by which we can establish speed limits. Certain speed limits are defined in the C.V.C. based on the condition or type of roadway. These speed limits are as follows: 15 m.p.h. a. At "blind" railroad crossings. (CVC Section 22352.a.1.) b. At "blind" intersections. (CVC Section 22352.a.2) c. On any alley. (CVC Section 22352.a.3) 25 m.p.h. a. In a "residence" district. (CVC Section 22352.b. 1) b. In a "business" district. (CVC Section c. In a school zone. (CVC Section ~5~.b.2) 55 m.p.h. Any street which does not fall into the categories listed in numbers 1 and ~ above. (CVC Sections 22349 and 40802) The CVC allows the 25 m.p.h. speed limit to be raised (Section 22357) or the 55 m.p.h. speed limit to be lowered (Section 22358) to facilitate the smooth orderly flow of traffic. This increase or reduction is done by an "Engineering and Traffic Survey". The survey must be done in accordance with State mandated procedures and must be renewed every five (5) years. The speed limit which is proposed in the subject resolution has been established as a result of an "Engineering and Traffic Survey".
