RESOLUTION FINDING REDEVELOPMENT
ASSISTANCE NECESSARY TO CARRY OUT
PURPOSES OF THE REDEVELOPMENT PLAN
WHEREAS, the City of Bakersfield and the Central District
Development Agency (CDDA) desire to effectuate the purposes of the
redevelopment plan within the redevelopment project area; and
WHEREAS, the City of Bakersfield owns vacant property, at the
northeast corner of 21st and M street (site map attached as Exhibit
A), within the redevelopment project area and has contracted to
sell said property to a developer in order to build a new office
and training facility; and
WHEREAS, under Health and Safety Code Section 33421, as
enacted by the State of California, a redevelopment agency may
provide for the installation and construction of off-site
improvements necessary for carrying out in the project area the
redevelopment plan; and
WHEREAS, under Health and Safety Code Section 33421.1, as
enacted by the State of California, the redevelopment agency may
not use its authority to assist in the development of a site
without the prior consent of the legislative body; and
WHEREAS, the CDDA desires to assist in the purchase and
installation of street trees for the project required by Central
City Master Street Tree Plan adopted by the CDDA. The required
street trees further the redevelopment plan through creating an
attractive streetscape environment which significantly improves
pedestrian activity, character, and image within the project area;
and
WHEREAS, without the CDDA's assistance in the installation of
said street trees, the developer will not be able to complete the
project in conformance with the Central City Master Street Tree
Plan.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield that, based on the findings of this Council, it is
found and determined that:
1. The above-recitals are true and correct.
2. The CDDA's assistance in the provision of street
trees for the proposed project is necessary to effectuate the
purposes of the redevelopment plan.

I HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on MAR 2 2 ~9~ , by the following
