Minutes of the Regular Meeting of
February 3, 1992, for approval.
Motion by Araujo to adopt Items (a)
and (b) of the Consent Calendar.

Committee regarding Request for
Assistance by Porter-Robertson
Engineering.
Ownership Participation
Agreement with Porter-Robertson
Engineering and Surveying.
At the request of Ruddell, Fred
Porter from Porter-Robertson
Engineering, was recognized and
provided background information
regarding the project.

Motion by Rubin to accept Report,
implement recommendations, and approve
Agreement and authorize the Executive
Director to execute.

Appointment of Strategic Planning
Committee.
Ruddell read memorandum recommending
appointment of a Strategic Planning
Committee and made a motion to
approve.

Motion by Dunn to approve appointment
of a Strategic Planning Committee
with the amendment that the Committee
would bring its thoughts to the full
Agency for discussion and then the
Agency would refer those to the
separate committees.

Appointment of a code of Ethics
Committee.
Araujo suggested a Code of Ethics
Committee be appointed to be made up
of Agency Members Ruddell, Gaskill
and Araujo.
Motion by Paynter that appointment
of Code of Ethics Committee be held
in abeyance and City Attorney's
Office was requested to report back
regarding what is in existence or on
the books of the city that might be
governing the Agency and its actions.

6. NEW BUSINESS
AGENCY ACTION
Invoice from County of Kern for
Property Tax Collection pursuant to
8.B. 2557.
Motion by Paynter to withhold payment
until matter has been adjudicated by
the California Supreme Court and that
the Executive Director forward a
letter to the Auditor-Controller,
County of Kern, filing a Dispute
Notice.

Appropriate $59,400 Redevelopment
Operating Fund Balance to the CDDA
Operating Budget within the
Redevelopment Debt Service Fund.
Motion by Gaskill to request an
appropriation in the amount of
$59,400.

Property locate~ at 1325 19th Street
(formerly the American National Bank
Buildlng); 2022 "L" Street (formerly
the Mental Health Building); and
19th Street parking lot adjacent to
Hotel Bakersfield.
Motion by Gaskill to refer this APPROVED

7. AGENCY STATEMENTS
~ENCY ACTION
Rubin expressed his concern regarding
a movement within this community to
enforce standards on unreinforced masonry
buildings and the impact on the downtown
Bakersfield area.
Rubin asked staff to reproduce and send
to all Agency Members an article which
appeared Sunday, March 15th, in the
Los Angeles Times headlined "The Unlikely
Developers".
Ruddell announced the committee assignments
for 1992, as follows:
