PUBLIC STATEMENTS CONSENT CALENDAR Approval of Voucher Nos. 22 to 55 inclusive, in the amount of $241,483.36. Minutes of the Regular Meeting of September 14, 1992. Motion by Sceales to adopt Items (a) and (b) of the Consent Calendar. APPROVED AB RUDDELL RUBIN REPORTS Housing, Relocation and Communications committee Report No. 92-1 regarding Compllance with Annual State Housing Set-Aside Requirements for Fiscal Year 1991-92. Resolution finding Fiscal Year 1991-92 the community has contributed other local funds for low- and moderate income housing. Araujo requested someone meet with her committee and explain the program in detail. RES RA1-92 Economic Development Director Wager offered meet with Araujo and the committee. Motion by Paynter to accept Report and adopt Resolution. APPROVED AB RUDDELL RUB IN Bakersfield, California, November 30, 1992 - Page 2 REPORTS continued ACTION TAKEN Housing, Relocation and Communications Committee Report No. 92-2 regarding the Draft Downtown Affordable Housing Plan. 1. Resolution to adopt the Downtown RES RA2-92 Affordable Housing Plan. Paynter requested staff make the report available to the construction industry and construction through BIA. Economic Development Director Wager offered to make copies available to the BIA. Gaskill indicated he feels the goal should be more than four (4) units. Motion by Kober to accept Report and adopt Resolution. APPROVED AB RUDDELL RUBIN Design Review Committee Report No. 92-10 regarding An Application submitted by Glenn Hartze11, Architect, Inc. for Parking Lot Development at 1625 lSth Street for the Bakersfield Californian. Motion by Sceales to accept Report. APPROVED AB RUDDELL RUBIN Design Review committee Report No. 92-11 regarding An Application submitted by Steve Kieke, Architect, for Construction of a Single Story Metal Building at 1220 20th Street· Motion by Paynter to accept Report. APPROVED AB RUDDELL RUBIN eJ Oral Report by the Finance Officer regarding the Restructuring of the Long-Term Debt of the Redevelopment Agency. NAT 5. Motion bySceales to adopt Resolution. ACTION TAKEN RES RA3-92 APPROVED AB RUDDELL RUBIN Central District Development Agency of the City of Bakersfield, California component Unit Financial Report for Fiscal Year ended June 30, 1992. Motion by Paynter to accept Report. APPROVED AB RUDDELL RUBIN Annual Report of Financial Transaction of the Central District Development Agency to the State Controller. Motion by Sceales to accept Report and forward to the city Council. APPROVED AB RUDDELL RUBIN Hearing for biennial review of the Redevelopment Plan for the Downtown Bakersfield Redevelopment Project. Hearing opened. Development Associate Barnes presented a slide show. Marvin Dean, Philip Randolph Community Development Corporation and Kern Minority Contractor's Association, asked to be included in the meeting regarding housing affordability with the BIA and provided two documents to city Clerk Williams. Hearing regarding the Agency's existing indebtedness end the availability of funds for palment of indebtedness to the "Educational Revenue Augmentation Fund." No one spoke at hearing. Hearing closed. NEW BUSINESS continued ACTION TAKEN fe Amendment to Centr&l District Development Agency By-Laws, Sections 1 and 2 of ~rtlcle III - Meetings. Motion bySceales to approve. APPROVED AB RUDDELL RUBIN Araujo requested to send a notice to the Downtown Business Association. AGENCY STATEMENTS Motion by Gaskill to recess to Closed Session at 4:30 P.M. APPROVED AB RUDDELL RUBIN CLOSED SESSION Closed Session pursuent to Government Code section 54956.9(b)(1) regarding potential litig&tion.
