from Jerry Stanners, President,
Chamber of Commerce, in support of
the Bakersfield Convention Center
Hotel.
Greg Whitney, Kern Economic Develop-
ment Corporation, read a letter from
Warren G. Carter, Chairman, KEDC, in
support of the Convention Center Hotel.
CONSENT CALENDAR
Approval of Voucher Nos. 35 to 56
inclusive, in the amount of
$365,671.88.
Minutes of the Regular Meeting of
October 4, 1993.
Hotion by Sceales to adopt Items
(a) and (b) of the Consent Calendar.

Deputy city Attorney II Shaw presented
information regarding the ByLaws.

Motion by Lindsay to approve Amendments
to ByLaws.

Resolution fixing the dates of meetings
of the Central District Development
Agency for the months of January through
December 1994.
Motion byLindsay to adopt Resolution.

Discussion of possible impacts of new
Brown Act Amendments effective April
1994.
Executive Director Tandy presented
preliminary information, and wanted to
alert Agency Members to the possibility
that activities of committees would be
subject to Brown Act notices commencing
after April 1994.
Acting City Attorney Skousen advised
Agency Members they would be receiving
a detailed memorandum explaining the
new amendments, including Brown Act
requirements for standing committees
and more rigid rules for going into
Closed Session.
Public review and discussion of the
Disposition and Development Agreement
with John Q. Hammons for the Ba~ers-
field Convention Center Hotel Project.
Executive Director Tandy provided a
brief status report and advised Agency
Members that a draft DDA is available
to the public for review.
Araujo requested Executive Director
Tandy provide the full presentation
at this time.
Gaskill announced there would be a
Special Meeting of the Central District
Development Agency November 22, 1993 at
3:00 p.m. for the purpose of a public
hearing.

ACTION TAKEN
Executive Director Tandy provided a
full presentation and stated that the
purpose today is to allow any member
of the public to comment or raise
questions which could be taken under
advisement and reviewed on or before
the November 22, 1993 hearing.
