ACTION TAKEN
PUBLIC STATEMENTS

CONSENT CALENDAR
a. Minutes of the regular meeting of September 14,
1998
b. Payments from September 5, to October 9, 1998 in
the amount of $59,720.99.
Motion by Miller, seconded by Raphael, to adopt
Consent Calendar Items a. and b. and direct staff to
provide a memorandum clarifying the final Centennial
Garden closing costs, within the next two weeks.

HEARINGS
Ordinance amending the City of Bakersfield's
Downtown Redevelopment Plan to extend the time
limits to initiate eminent domain proceedings.
Economic Development Director Jake Wager
provided an update.
Hearing opened at 4:10 p.m.
Sherman Gross, merchant of Downtown
Bakersfield, spoke in opposition of eminent
domain proceedings.

ACTION TAKEN
Jerry Baranowski, owner of Jerry's Pizza,
spoke in support of the ordinance.
Felipe Sensachi, 1fib Street property owner,
asked for clarification regarding eminent
domain.
Dave Jones spoke in opposition of eminent
domain.
Catherine Palla, Downtown Bakersfield
property owner, spoke in support of eminent
domain is properly used.
Bonnie Chanley spoke regarding house in
middle of parking lot behind the Centennial
Garden.
John Sarad spoke in support of eminent
domain.
Hearing closed at 4:25 p.m.
Economic Development Director Jake Wager
provided clarification regarding eminent domain and
responded to concerns.
Motion by Raphael, seconded by Arriola,
directing staff to forward the ordinance to the
City Council for adoption, extending the eminent
domain for an additional 12 years.

Review of procedures for forming and electing
Project Area Committees for the Old Town Kern-
Pioneer Redevelopment Project Area and the
Southeast Bakersfield Redevelopment Project Area.
Economic Development Director Jake Wager
provided an overview of the procedures and election
process.
