WORKSHOP Due to lack of a quorum the Workshop was moved forward on the Agenda. Review of California Environmental Quality Act processes and the Agency's role for the adoption of the redevelopment areas. Roberta MacGlashan, Quad Knopf, gave an overhead presentation and provided background information. ACTION TAKEN NAT Chairperson Cohrs called the meeting to order at 4:30 p.m. ROLLCALL Present: Absent: Chairperson Cohrs (seated 4:30 p.m.), Agency Members Miller, Arriola (seated 4:45 p.m.), Raphael, Mishoe Agency Member Miller, Prince PUBLIC STATEMENTS None. CONSENT CALENDAR a. Minutes of the special meeting of October 26, 1998. b. Payments from October 3, to October 30, 1998 in the amount of $39,478.82. c. Central District Development Agency of the City of Bakersfield, California, Component Unit Financial Report for the Fiscal year ended June 30, 1998. 202 Bakersfield, California, November 9, 1998 - Page 2 CONSENT CALENDAR continued Resolution establishing the dates for meetings for the Central District Development agency for the months of January through December 1999. Motion by Rapheal, seconded by Weddle, to adopt Consent Calendar Items a. thru d. REPORTS None. ACTION TAKEN RA4.98 APPROVED AB MILLER ARRIOLA PRINCE UNFINISHED BUSINESS None. NEW BUSINESS Ownership Participation Agreement by and between the Central District Development Agency and Pavilion Development Two for redevelopment assistance for property located at 1701 23~d Street. Economic Development Director Jake Wager provided a brief update. Motion by Raphael, seconded by Weddle, to approve the agreement. AGR98-2 APPROVED AB MILLER ARRIOLA PRINCE Owner Participation Agreement by and between the Central District Development Agency and Consumer Science Corporation, d.b.a. Sonic Burger, for redevelopment assistance to SONIC, for property located at 1401 236 Street. Economic Development Director Jake Wager provided a brief update. Motion by Weddle, seconded by Raphael, to approve the agreement. Economic Development Director Jake Wager provided a brief update and introduced Roberta MacGlashan, Quad Knopf, who provided background information. Lorraina Unger, representing Sierra Club, spoke regarding the Redevelopment Project Areas. Scoping meeting for the Southeast Redevelopment Project Area Environmental Impact Report. Roberta MacGlashan, Quad Knopf, provided an overhead presentation. Lorraina Unger, representing Sierra Club, suggested the EIR address public service issues. Motion by Raphael, seconded by Weddle to receive comments and refer New Business Items c. and d. to staff. 7. AGENCY STATEMENTS None. 8. CLOSED SESSION None. 10.
